Insurance & credential verification

Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

Confirm this licence yourself at web.rcat.net/rcat/search — search #03-0542 or the company name.

Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

Great experience! Our roof started leaking into the house during tropical storm Beta, and we contacted several different companies. Franklin gave us a totally fair estimate for our home, which ended up needing brand new decking and roof install. I forgot about our gutters initially, but added those too very easily with a great matching color they helped pick out, and we upgraded to the leaf guard gutters. They were very fast, getting the job done in 4 days. Day one was old gutters removal, days 2-3 roof build, day 4 new leaf guard gutters placed. This has completely changed our homes look, and definitely keeps the rain out! Absolutely beautiful job, and also very responsive to customer issues! I thought I saw an problem, and Franklin sent one of his guys right out. Turns out I was seeing things (embarrassing!) But I was very impressed with their desire to make sure the job was done right. 10/10 would recommend, 100%, worth every dollar. Any work we do in the future that my husband can't do, we are calling these guys!

After getting half a dozen estimates, we chose Smarthomes Roofing to install our new roof. Everything went very well from start to finish. We are very happy with the work, communication, and very competitive price. There were choices as to expense and quality, and Franklin explained it all very patiently and clearly. The warranty is great too! We're recommending them to friends, and will use Smarthomes again when we need them.

Family oriented professional and comprehensive service that exceeded our expectations. I have only positive things to say and share about Smarthomes Roofing and Remodeling. First-rate customer service from start to finish. We had our roof replaced along with gutters and a paint job. We will definitely be using them for our future remodeling projects. Thank you, Alexis and Franklin Laya and Company! We are so pleased with our home and your service.

This company is awesome and very professional. I had a tree fall on my roof and this was an insurance claim. Franklin and the company were all very helpful and understanding in the lengthy process. The staff that do the actual work are very fast and professional all while still being very friendly. The insurance covered the roof replacement and replaced all our flooring. Smarthomes did all the work and without even having to move any furniture out. Yes of course everything got very cluttered. But all the guys helped constantly move furniture around all without scratching any of the New flooring. Well in short I'm glad I chose them and fully plan you use them again in the future.

I had an excellent experience with SmartHomes Remodeling company! From start to finish, everything was seamless. They provided a very reasonable and affordable estimate that was incredibly detailed and was comparable to other quotes we had received that we believed were inflated due to greed. The owner, Franklin, made the entire process stress-free. Communication was clear and prompt, and they were incredibly easy to work with—no pushy sales tactics, just honest and straightforward advice. They completed the job on time and with high-quality materials, leaving my roof looking great and ensuring everything was done to code. I highly recommend them for anyone in need of roofing services. Truly a 5-star experience!

Frequently asked

Is this company licensed by the State of Texas?
Texas does not license roofing contractors at state level, so nobody in Texas holds a state roofing licence. What you can check is insurance, association standing and city registration. This company is listed with the RCAT Licensed Roofing Contractor credential, which is earned through the Roofing Contractors Association of Texas and is an industry credential rather than a government licence.
What is the difference between an RCAT Member and an RCAT Licensed Roofing Contractor?
Membership means the company pays dues to the association. The Licensed Roofing Contractor credential (CRRL, RRL or CRL) is a separate designation an individual earns through examination and continuing education. Many members are not credentialed. This company carries the Licensed credential, which is the stronger of the two.
What does GAF Certified Plus mean?
GAF runs a tiered factory certification programme. Certified Plus sits above the entry GAF Certified tier and below Master Elite, and it unlocks stronger GAF system warranties on qualifying installations. GAF's own contractor directory shows Smarthomes Remodeling LLC at the Certified Plus level, which is a verifiable manufacturer credential rather than a marketing claim.
How long has the company been in business and is it BBB accredited?
The BBB file records the business as started on 7/14/2016 and BBB Accredited since 3/29/2017, with Franklin Laya listed as owner. Accreditation is a paid BBB relationship, so read the complaint history and the rating on the profile rather than treating the accreditation badge alone as a quality verdict.
Does the company handle flat and low slope commercial roofs?
Yes. It publishes dedicated pages for TPO and modified bitumen roofing alongside its residential shingle and metal work, and describes commercial as well as residential service. Flat and low slope systems fail differently from shingles, so ask specifically which membrane is being quoted, how seams are welded or torched, and what the manufacturer warranty covers on the membrane.
What wears out a Houston roof fastest?
Heat and humidity are the constant load. Long hot summers cook asphalt shingles and drive attic temperatures up, humidity feeds algae streaking and rot at deck edges, and heavy rain finds any weak flashing at chimneys, valleys and low slope transitions. Attic ventilation and flashing detail matter more here than most homeowners expect, which is why inspections should look at the attic as well as the shingles.
Do I need a permit to re-roof in Houston or Harris County?
There is no statewide roofing code enforcement in Texas, so permitting rules are set by each city or by the county for unincorporated areas. Check with the City of Houston Permitting Center or your own city's building office, and have the roofer pull the permit under its own name rather than asking you to pull an owner permit.
Can a roofer pay my insurance deductible for me?
No. Texas Insurance Code Chapter 707 makes it illegal for a contractor to pay, waive, rebate or absorb your insurance deductible, and it is illegal for a homeowner to knowingly accept that arrangement. Treat any deductible waiver offer as a warning sign about the rest of the operation.
Can this company do the non roofing work after a claim?
It advertises siding and gutters, fences, painting and general remodeling in addition to roofing, so it can handle exterior scope beyond the roof. Ask for each trade to be priced as a separate line so you can compare against specialist bids rather than accepting one bundled number.
The company lists Austin, Dallas and San Antonio as well as Houston. Should that change what I ask?
Yes. If your job is outside the Houston base, ask who the local supervisor is, whether the crew is employed or subcontracted, how long a warranty callback would take, and which office pulls your permit. A wide service map is fine, but the answer to who shows up when something leaks two years from now is what matters.
