About

Level Up Roofing & Construction is a family led roofing and restoration contractor based at 24044 Cinco Village Center Blvd, Suite 100 in Katy, Fort Bend County. Rafael Riera is the owner and CEO and Johana Riera is listed as COO on the company's About page. The business is young: its BBB profile records a business start date of 3 April 2024 and BBB accreditation from 23 May 2024. The company works across Houston and the northwest suburbs, naming Katy, Houston, Cypress and Tomball as its service areas. Its published work covers roof replacement, new construction roofing, roof inspections, metal roof installation, ongoing maintenance and repairs, emergency repairs, gutter maintenance, and storm damage restoration. Beyond the roof it also lists interior and exterior home restoration trades including drywall, painting and flooring, which reflects an insurance restoration focus rather than roofing alone. On credentials, Level Up is a BBB Accredited Business with an A rating, appears in GAF's own contractor directory for Katy, and appears in IKO's ROOFPRO contractor finder for Katy. Its website also displays Owens Corning, CertainTeed, NRCA and IICRC marks; those were not confirmed in the issuing organisation's own directory and are recorded here as company statements. Fort Bend County is inland, not one of the 14 TWIA first tier coastal counties, so WPI-8 windstorm certification does not apply to Katy roofs. Hail and wind are the local drivers, so Class 4 impact resistant shingle options and dated inspection photos are the practical things to ask about.

Insurance & credential verification

Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

Confirm this listing yourself at web.rcat.net/rcat/search.

Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

Level Up Roofing did an excellent job replacing our roof. From start to finish, they were professional, reliable, and easy to work with. The crew showed up on time, worked efficiently, and kept everything clean throughout the process. They clearly explained what needed to be done and delivered exactly what they promised. The new roof looks great, and the quality of the work really shows. I highly recommend Level Up Roofing to anyone needing a roof replacement

I had a fantastic experience with Level Up Roofing & Construction. They guided me through the entire process, starting with a thorough inspection and then navigating the complexities of the insurance claim. Their communication was excellent, and the actual roof replacement was handled professionally and efficiently. If you’re looking for a team that is knowledgeable and high-quality, I highly recommend them.

Great experience. From the first contact, Rafael walked me thru the process, zero pressure, offered many options and guided me through the whole process so I always knew what to expect and when it was going to happen. Having a roof replaced can be a stressful experience, but Level Up Roofing made it pain free. After evaluating our options and deciding on colors/materials, everything was set in motion and scheduled at our convenience. Most of the materials were delivered the day before, which meant when the team showed up early in the morning, they had everything needed to complete the job in one day! They set up tarps all around the front and back, even over our pool to make sure all the trash was properly collected and disposed off. No pressure, no overselling, just did an amazing job at replacing our roof. When they were done at the end of the day, you couldn't tell they were here (except for the amazing roof!) All debris/trash was gone, they picked up after themselves and left everything even better than it was. Patio furniture was returned to its original place, pots were moved away for protection and put back. All in all, an amazing experience that in all honesty I had been dreading for a while, but that the LUR team took care pain free!

Frequently asked

Is Level Up Roofing & Construction licensed by the State of Texas?
Texas does not issue a state roofing licence, so no Texas roofer holds one. The meaningful checks are current general liability and workers compensation insurance, standing with the Roofing Contractors Association of Texas, manufacturer program status, and any registration your city requires. Level Up is also a BBB Accredited Business with an A rating.
What does RCAT Member mean here?
RCAT Member means the company belongs to the Roofing Contractors Association of Texas and pays dues. That is different from RCAT's separately earned Licensed Roofing Contractor credential (RRL, CRL or CRRL), which requires testing and documented experience. Level Up is carried here as a Member. Neither is a government licence.
The company is fairly new. Does that matter?
The BBB profile shows a business start date of April 2024, so the entity is young even if the people running it are not. Ask how long the crews and the owner have been roofing, ask for local Katy or Cypress addresses you can drive past, and pay close attention to the workmanship warranty term and who backs it.
Does a Katy roof need WPI-8 windstorm certification?
No. WPI-8 applies only in the 14 first tier Gulf Coast counties served by the Texas Windstorm Insurance Association. Fort Bend and Harris counties are inland and are not on that list. Anyone selling you a WPI-8 for a Katy roof is selling you something you do not need.
What are Class 4 impact resistant shingles and are they worth it in Katy?
Class 4 is the top UL 2218 impact rating and is designed to hold up better to hail. Many Texas insurers give a premium discount for a Class 4 roof. Ask your carrier what the discount is before you decide, since it varies and sometimes offsets much of the upgrade cost over time.
Can Level Up help with a storm insurance claim?
The company lists storm repairs and insurance restoration work, and its wider scope covers drywall, painting and flooring for interior storm damage. A roofer can inspect, document damage with photos and meet your adjuster. Under Texas law a roofing contractor cannot act as your public adjuster or negotiate the claim for you.
Who pulls the permit for a reroof in Katy?
Texas has no statewide building code, so this is set locally. The City of Katy, unincorporated Fort Bend County, Harris County and the City of Houston all have different requirements. Ask in writing which authority has jurisdiction over your address and who is filing. Confirm it yourself with that building department.
How do I verify the GAF or Owens Corning badges on a roofer's site?
Search the manufacturer's own contractor locator rather than trusting the logo on the contractor's homepage. Level Up does appear in GAF's directory for Katy and in IKO's ROOFPRO finder. The specific Master Elite tier claim comes from the company's own profile text and is not independently confirmed here.
What is the difference between a manufacturer warranty and a workmanship warranty?
The manufacturer warranty covers the shingles and, at higher certification tiers, sometimes the installation. The workmanship warranty is the contractor's own promise on labour and is only as good as the contractor still being in business. Get both in writing, with terms in years and what voids them.
What should I confirm before signing a roofing contract in Texas?
A full written scope including decking, underlayment, flashing, ventilation and debris removal. The exact shingle product and colour. Both warranties. Certificates of insurance sent to you directly by the insurer or agent, not a PDF from the salesperson. The permit responsibility. And a payment schedule that never asks for the full amount before work begins.
