About

Roof 1 Construction is a residential roofing contractor headquartered at 12196 Pebble View Drive in Conroe, Montgomery County. Its association listing records Scott Westra RRL as the contact and shows a Commercial and Residential Roofing License number of 01-0545. The company now runs three divisions from its contact page: Houston at 515 W Main Street Suite 203 in Tomball, San Antonio at 12625 Wetmore Road, and Austin at 900 E Old Settlers Boulevard in Round Rock. The company is a GAF Master Elite contractor and a GAF President's Club award recipient, both confirmed on GAF's own contractor directory, where the listing carries the same phone number and website as the company. Master Elite status is what allows a contractor to offer GAF's strongest warranties, including the Golden Pledge Limited Warranty on qualifying systems. Work described on the site includes full tear off reroofs, new construction roofing, tile roof removal and replacement, decking replacement, emergency repair and free roof assessments including video roof inspections. Montgomery County is inland, so hail and straight line wind, not coastal windstorm rules, drive the storm work here. The company positions itself heavily around hail damage evaluation and insurance claim handling, and publishes a step by step walkthrough of the claim process from filing through to release of depreciation. On installation, it states that it fastens with six nails per shingle where the manufacturer requires four, in order to improve wind performance, and that it replaces rotten decking found during tear off at no charge. Named products on the site include GAF Timberline HDZ, GAF Pro Start starter strip, GAF StormGuard, Cobra ridge vent, Rhino Roof underlayment and CertainTeed Landmark shingles.

Insurance & credential verification

Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

Confirm this licence yourself at web.rcat.net/rcat/search — search #01-0545 or the company name.

Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

Tristan Taylor and the team at Roof 1 Construction did an absolutely amazing job on my new roof. I am extremely satisfied with the entire experience, and most importantly, there were no hassles from start to finish. Tristan is highly knowledgeable and took the time to educate me on the different roofing options available, helping me choose the one that would be most beneficial for my home. He was professional, informative, and always willing to answer my questions. His team was prompt, punctual, and professional throughout the project. Upon completion, the job site was left spotless—there were no materials left behind, not even a single nail. I highly recommend Tristan Taylor and Roof 1 Construction for all of your roofing needs. Their quality workmanship, professionalism, and attention to detail exceeded my expectations.

Roof 1 has helped me replace three roofs due to hail damage over the last several years. The service in the beginning was excellent and it only continues to get better. Scott and his team make the insurance & construction process simple and stress free. This past week they roofed both my home and rent house in one day. The following day the gutters were completed. The jobs were done with quality and speed. Tristan ran the projects and did an excellent job, making sure the job sites were clean of debris. He even went the extra mile (literally) driving around Houston to obtain a sample of a “Cliffside” shingle that was new for 2026. My wife and I loved the quality and professionalism of Roof 1, a company that seeks to always put the customer first.

Frequently asked

Is Roof 1 Construction licensed by the State of Texas?
Texas does not issue a state roofing licence, so no Texas roofer is state licensed for roofing. The company's roofing association record does list it with the Licensed Roofing Contractor credential, which is earned through the Roofing Contractors Association of Texas and is a trade credential rather than a government licence. Alongside that, check current general liability and workers compensation insurance and any local permitting requirement.
What is the difference between RCAT Member and RCAT Licensed?
Membership means a company belongs to the Roofing Contractors Association of Texas and pays dues. The Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned separately through RCAT testing and continuing education and is not automatic with membership. Roof 1 Construction is recorded with the Licensed credential, and its association listing shows the contact as Scott Westra RRL.
Is GAF Master Elite a real credential and does it matter?
Yes. GAF Master Elite is a manufacturer certification granted by GAF to a limited share of its contractors, and it is what lets a contractor offer GAF's strongest warranties including the Golden Pledge Limited Warranty on qualifying roof systems. Roof 1 Construction's Master Elite status and its President's Club award both appear on GAF's own contractor directory, so this one is verifiable rather than self declared.
Where does Roof 1 Construction work?
The company is based in Conroe and shows recent work around Lake Conroe. Its contact page lists a Houston division in Tomball, a San Antonio division on Wetmore Road and an Austin division in Round Rock, so coverage runs well beyond Montgomery County.
Does a roof in Conroe need WPI-8 windstorm certification?
No. WPI-8 certification applies inside the Texas Windstorm Insurance Association catastrophe area, which covers 14 first tier Gulf Coast counties plus part of Harris County. Montgomery County is not in it, so windstorm certification is not part of a Conroe reroof. Hail and straight line wind are the risks that matter here.
What does the six nail installation claim actually mean?
Asphalt shingle manufacturers publish a standard fastening pattern, typically four nails per shingle, and a high wind pattern of six nails that raises the rated wind resistance of the assembly. Roof 1 Construction states it installs with six nails as standard. If wind rating matters to you, ask for the manufacturer's high wind application to be written into the contract by name so the rating is contractual rather than verbal.
Are Class 4 impact resistant shingles worth it in Montgomery County?
Class 4 is the top rating under the UL 2218 steel ball impact test and those products resist hail bruising better than standard shingles. Many Texas insurers give a premium credit for a Class 4 roof, though the size varies by carrier. Check with your own insurer first, then have the product line and impact rating written into the contract.
How does the hail insurance claim process usually run?
The company's own walkthrough describes six steps. You file the claim, ideally after a roofer has looked at the roof. The carrier's adjuster schedules an inspection, and having your roofer present helps. You receive an estimate letter listing covered work. The first cheque is the estimate less depreciation and less your deductible, unless you hold an actual cash value policy. Work is done. The contractor invoices, and the carrier releases the withheld depreciation as a second cheque.
Can a contractor cover my insurance deductible?
No. Texas law prohibits a contractor from paying, waiving, rebating or absorbing an insurance deductible, and from advertising that it will. If a salesperson offers to make the deductible disappear, or to inflate an invoice so the carrier covers it, walk away. It puts your claim and potentially you at risk.
What should I confirm before signing with any Conroe roofer?
Get the full scope in writing including tear off, decking replacement pricing per sheet, underlayment product, drip edge, flashing and ventilation. Get the shingle brand, line and fastening pattern named. Ask who pulls the permit, since permitting in Montgomery County depends on whether you are inside city limits. Call the insurance agent yourself to confirm coverage is active. Avoid a large deposit before materials arrive.
