About

HLZ Construction is a Katy based roofing contractor operating from 4706 Cinco Forest Trail in the Cinco Ranch area of Fort Bend County. Both its BBB profile and the Houston area roofing contractor directory record the business as starting in July 2019, with Annie Xiao listed by BBB as owner and Huali Xiao named as the contact on the trade directory record. The company has no website on file and none was found during this research, so its verifiable public footprint is limited to directory and manufacturer listings. Directory records describe HLZ Construction as specializing in roofing, painting, gutters and construction services, and categorize it as a residential roofing contractor. The one manufacturer credential that could be verified at the manufacturer's own directory is Owens Corning: HLZ Construction LLC appears in the Owens Corning roofing contractor directory as an Owens Corning Preferred Contractor. BBB lists HLZ Construction as not accredited and states it does not have enough information to issue a rating, which reflects a thin public review record rather than anything negative. Texas has no state roofing license, so confirming current general liability and workers compensation insurance directly with the company's insurance agent is the practical first step for any homeowner considering this contractor.

Insurance & credential verification

Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

Confirm this licence yourself at web.rcat.net/rcat/search — search #01-0708 or the company name.

Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

Leymir and her entire Staff are beyond exceptional! I’m more than impressed with their professionalism and personal touches that made my project the best investment that I’ve done for my home. From the initial consultation, renderings and even talks to keep the project on Budget, the communication was accurate and easy to understand. More importantly, I was kept up to date on status and even had knowledge before trades would arrive on site. I will, without a doubt, recommend HL Remodeling & Construction and use their services again - Bravo Team!!!

We are beyond grateful to HL Remodeling for transforming our dark, enclosed, gray kitchen into a beautiful open-concept space—bright, airy, and so much more spacious. The new design not only feels bigger but also provides an incredible amount of storage, perfectly planned for our future needs. From the very beginning, the HL team guided us hand in hand through every step of the process. Their attention to detail, exceptional design expertise, and commitment to quality were evident in every decision. They helped us find the best materials at the best prices, always keeping our budget in mind, without ever compromising the final result. The transformation has exceeded our expectations, and we’re truly happy with the outcome. We highly recommend HL Remodeling for any project you may have—they’re simply the best. HL Remodeling & Construction Inc. did an outstanding job on my investment property fix‑and‑flip. Their team handled everything from structural repairs to cosmetic upgrades with precision and efficiency. They stayed on schedule, communicated clearly throughout the project, and delivered high‑quality workmanship that significantly increased the property’s market value. I appreciated their transparency with costs and their ability to solve unexpected issues without derailing the timeline. I would confidently work with them again for future flips.

Would recommend HL Remodeling if you’re looking for a reputable contractor for a reasonable and fair price in the Houston area. Leymir and her team were excellent, guiding us through a kitchen remodel and new flooring throughout our house. There were some small hiccups in the beginning (mainly due to miscommunication on both sides), but they were very quick to resolve, and adjusted to move at our required pace. They always went above and beyond to ensure we were satisfied, and even came out again several weeks after the project wrapped to fix something small that was missed initially. Their work is excellent, and we’re very happy with our kitchen and flooring!

Frequently asked

Does HLZ Construction have a website?
No website could be found for HLZ Construction. The company's public presence is limited to directory listings, including BBB, the Houston area roofing contractor directory and Owens Corning's contractor directory. Contact is by phone at (281) 745-1098.
Is HLZ Construction licensed by the State of Texas?
Texas does not issue a state roofing license, so no Texas roofing contractor has one. What can be verified instead is current insurance, standing with the Roofing Contractors Association of Texas, and any registration required by the city or county where the work happens.
What is an Owens Corning Preferred Contractor?
Preferred is a tier in Owens Corning's contractor network. Contractors accepted into it must meet Owens Corning's requirements around licensing, insurance and standing, and the tier gives them access to enhanced Owens Corning system warranties. HLZ Construction appears in Owens Corning's own directory at this tier.
What is the difference between an RCAT Member and an RCAT Licensed Roofing Contractor?
RCAT membership means the company pays association dues. The Licensed Roofing Contractor credential (CRRL, RRL or CRL) is a separate credential earned through RCAT's own testing and requirements. The two are not equivalent, and it is fair to ask a contractor which one they hold.
Why does BBB show no rating for HLZ Construction?
BBB states it does not have sufficient information to issue a rating. That is a reflection of a small public file rather than a complaint history. The company is also not BBB accredited.
Does hail matter in the Katy area?
Hail is the dominant roofing story in North and Central Texas, but the Houston and Katy area does see hail and severe thunderstorm events. Class 4 impact resistant shingles carry the top rating in the UL 2218 impact test and many Texas insurers offer a premium credit for them. Check with your own carrier before paying for the upgrade.
Do I need a permit to replace a roof in Katy or Fort Bend County?
Texas has no statewide building code enforcement, so requirements are set locally. Roof replacement in the City of Katy and in unincorporated Fort Bend County areas generally requires a permit, and many Cinco Ranch neighborhoods also require HOA architectural approval for a shingle or color change. Confirm both before work starts.
What insurance should I verify before hiring?
General liability and workers compensation. Ask for the certificate of insurance to be sent to you directly by the insurance agency, with the policy dates covering your install window, rather than accepting a forwarded copy.
How do I check a contractor with a small online footprint?
Ask for three recent local addresses you can drive by, request the certificate of insurance direct from the agent, verify the manufacturer credential on the manufacturer's own contractor locator, and confirm the business registration with the Texas Secretary of State. A thin review record is not the same as a bad one, but it means you do more verification yourself.
What should I ask before signing a roofing contract in Texas?
Ask for a written scope, the exact shingle line and manufacturer, the workmanship warranty term, which manufacturer warranty is being offered and what tier of installer it requires, proof of current insurance, who pulls the permit, the payment schedule, and the unit price for replacing rotten decking if it is found.
