About

Phillips Home Improvements is an exterior and interior home contractor based at 204 S Ash Dr in Allen (Collin County). Jason W. Phillips founded the business in 1997 as Phillips Painting and is listed as president on its Better Business Bureau profile. Roofing is a genuine, established service line rather than a sideline. The company's roofing pages cover full roof replacement, roof repair and servicing, hail and storm damage work and insurance claim handling, and its BBB profile lists metal roofing, flat roofing, tile roofing and roof leak repair among its services. Alongside roofing it does interior and exterior painting, gutters and gutter guards, windows and doors, siding, chimney rebuilds and garage floor coatings, so the roofing arm sits inside a broader exteriors business. The company is an Owens Corning Roofing Preferred Contractor, confirmed on Owens Corning's own contractor directory, where its profile also notes training in SureNail Technology and the Total Protection Roofing System. It says it specialises in Owens Corning architectural asphalt shingles and that GAF and custom work is available. Phillips has been BBB accredited since October 1997, holds an A+ rating, and won the 2023 Torch Award for Ethics from BBB serving North Central Texas. Work covers the Dallas Fort Worth Metroplex, with Allen, Plano, McKinney, Frisco, Richardson, Garland, Dallas, Irving and Arlington named among its service cities, and the BBB lists a second location trading as Phillips Painting, Roofing, and Gutters in Fort Worth. The company is a member of the Roofing Contractors Association of Texas (member id 746).

Insurance & credential verification

Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

Confirm this listing yourself at web.rcat.net/rcat/search.

Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

Decided to have the exterior of our house painted. We did extensive research on what company we should use. We decided on Phillips Home Improvement, and it was the best decision we ever made. From our first meeting with Matt Marshall, the project consultant, he explained the step-by-step process that the team would go through in prepping and painting our house. Next, we had a one on one with Rey Garcia, the project manager, who once again walked us through the project to make sure that there were absolutely no questions. The next step was repair and replacement of the rotten wood and the prepping of the house. They did an excellent job then the actual painting project began, you could certainly see the professionalism in their work as they started. The house is extremely beautiful, could find no faults in the entire project. I would personally like to thank the entire team as my wife and I are extremely happy with a job.

Hired Phillips Home Improvements to remove and replace my existing roof and gutters installed by the builder. I wanted to upgrade to a Class 4 Roofing System and they recommended upgrading the gutters from a 5inch to a 6inch System to increase water handling and down spout capacity to handle the heavy downpours that we experience in North Texas. I have a large roof with complex slopes and valleys with 2 stories drops on front and one side. They were meticulous in protecting my neighbors, shrubs, pool, travertine deck, pool equipment, generator and HVAC equipment in a way that allowed me to keep all units running throughout the process with no debris in outside units. They did a first class job on the entire roof and were meticulous in their workmanship. They brought out a large team and had the roof replaced in one day and had all old shingles and debris removed from my house in one day, it was unbelievable how efficiently they kept everything organized. They came back the next day to reinstall my cages over my mushroom attic vents and bathroom fan vents for wildlife abatement. They also reinstalled and painted all sewer vents caps also part of my wildlife abatement system. The roof has never looked better!! The third day, the gutter crew came out and installed the new 6inch gutters and new higher capacity downspouts on both floors of my house. The new gutters have performed far superior to the previous 5inch system with proper sloping around the entire house. All furnaces and hot water heaters exhaust pipes were inspected inside the attic to ensure proper operation. Gianni and the Phillips Home Improvements Team made this whole process easy on me, and even took care of the warranty registration with Owens Corning on the Roofing System and sent me my Class 4 Certification to get discounts on my Homeowner Policy. This is a first class company!!!

I need the top of my carport refinished/painted and there is no way to stand on it. It's so large that the middle is difficult to reach. Noe came out at a date/time that was convenient to me to take a look at it and see if the project was even possible. He has kept me in the loop the entire time, and he made the process of financing easy to understand. I will update this review once the project is complete, but I don't forsee any problems. This company has been a godsend so far. EDIT: this company is phenomenal. To whoever is reading this, I can't say enough good things. I have attached photos of before and after of my carport. I wasn't home when they painted it, but I can't even begin to imagine how they did it. They couldn't stand on it. The before photos are from me literally using a 12 foot wide broom to push black rustoleum paint into the grooves. And when I told them I needed it done by a specific date due to insurance, they got it done, even with all the rain that week. I will use this company again for my future projects. Great prices, financing if you need it or want it, and they work directly with you to make sure your project is completed the way you want it. Again, I can't say enough good things about Phillips. I am so grateful.

We hired Phillips Home Improvements to paint the exterior of our house and replace any damaged or rotting wood. The day after the work was "completed," I contacted Dylan Grant and provided the attached photos showing several areas that had been missed. I was informed that Phillips would need to charge us additional money to return and address those issues because they were "not included in the original scope of work." Rather than pay Phillips additional money to the almost $10,000 we had already paid, we hired another painter to correct and complete the work that Phillips failed to finish. We also incurred additional expense to have our windows professionally cleaned because many of them were not adequately protected during the painting process and were left with a light coating of overspray. We are extremely disappointed with both the quality of the work and the response we received when we attempted to have these issues resolved. Based on this experience, I would not recommend Phillips Home Improvements to others.

Had my house siding repainted as well as joints and ends caulked. Fransisco walked the house with me before the crew started to confirm scope of work and point out some challenges where the siding met the ends. We discussed options and he came up with a great solution. The crew was quick but thorough and had the job completed by 5:00 that evening. I've very please with how they gave the house a nice fresh look and sealed all the gaps in the siding that had developed over the years. With 50 a year warranty on the caulk, and 10 years on the paint, this is one thing I won't have to worry about for quite a while!!

Frequently asked

Does Phillips Home Improvements actually do roofing, or mainly painting?
It does both. The business started in 1997 as Phillips Painting and grew into roofing, gutters, windows and doors and siding. Roofing is a full service line with its own pages covering roof replacement, roof repair and servicing, and hail and storm damage work, and the company is an Owens Corning Roofing Preferred Contractor. Its BBB profile lists metal, flat and tile roofing and roof leak repair among its services.
Is the company licensed by the State of Texas?
Texas does not issue a state roofing licence, so no Allen contractor holds one. The meaningful checks are insurance, manufacturer standing, trade association membership and any city registration. Phillips is an Owens Corning Preferred Contractor, has been BBB accredited since 1997 and is a member of the Roofing Contractors Association of Texas.
What does RCAT membership mean here?
The Roofing Contractors Association of Texas has plain membership, which means joining and paying dues, and a separate Licensed Roofing Contractor credential (CRRL, RRL or CRL) earned through testing and experience. Phillips Home Improvements is listed as a Member, which is not the same as holding the Licensed Roofing Contractor credential.
What is an Owens Corning Preferred Contractor?
Preferred is a tier in Owens Corning's Roofing Contractor Network. Contractors have to meet the manufacturer's standards for credentials and customer service, and the tier unlocks extended system warranty options above the standard shingle cover. Phillips appears at Preferred level on Owens Corning's own contractor directory, and that profile also lists SureNail Technology and Total Protection Roofing System training.
Which cities does Phillips cover?
The Dallas Fort Worth Metroplex, with Allen, Plano, McKinney, Frisco, Richardson, Garland, Dallas, Irving and Arlington named on the site. Its BBB record also shows a second location trading as Phillips Painting, Roofing, and Gutters in Fort Worth.
Can the company handle a hail damage insurance claim?
Yes. Its roofing pages cover storm and hail damage work and state that Phillips will deal with your insurance company on your behalf. The contractor documents the damage and can meet the adjuster, but the carrier decides the claim outcome.
Are impact resistant shingles worth it in Allen and Plano?
Collin County sits in one of the most hail exposed parts of Texas, so Class 4 impact resistant shingles are a common upgrade. They resist hail bruising better than standard laminates and most Texas insurers offer a premium discount for a qualifying roof. Ask for the impact rating to be written into the contract and confirm the discount with your own carrier before you commit.
What warranty comes with a Phillips roof?
The site describes lifetime warranty coverage on Owens Corning systems, with ice and water barrier and algae protection included, and it maintains a separate warranties page. Ask for the manufacturer system warranty and the company's own workmanship warranty to be set out separately in writing, including what transfers if you sell the house.
Do I need a permit for a roof replacement in Allen?
Texas has no statewide building code enforcement, so permitting is decided city by city. Check with the City of Allen or your own municipality for your address, and confirm in the contract who is pulling the permit and scheduling the inspection.
What should I check before signing a roofing contract?
Ask for a certificate of insurance sent directly from the agent, covering general liability and workers compensation where it applies, since Texas does not require most private employers to carry workers compensation. Get the scope in writing including decking replacement pricing, underlayment, flashing and ventilation, and the shingle line and impact rating. And note that under Texas law a contractor cannot pay, waive, rebate or absorb your insurance deductible.
