About

USA General Contractors, Inc. is an El Paso company whose core trade is roofing, despite the general contractor name. Four independent records point the same way. RCAT lists the firm under commercial and residential roofing. The Texas Association of Builders files it in the Roofing, Siding and Sheet Metal Work category. BBB carries it under roofing contractors alongside construction services and home improvement. Its own former web address was usagcroofingelpaso.com. Owner Javier Olmos runs the business from 1302 Gail Borden Pl in east El Paso, at the same suite number on every record. BBB records the business as started in January 2011 and incorporated on 10 September 2012, rates it A+, and lists it as BBB Accredited since 1 November 2012, giving it well over a decade of continuous accredited trading at one address. BBB also records a City of El Paso One Stop Shop contractor registration, number LCCR12-00599. Texas has no statewide roofing licence, so that municipal registration, the RCAT credential and current insurance are the checks that actually mean something here. Far west Texas roofs fail differently from North Texas roofs. El Paso sits above 3,700 feet in the Chihuahuan Desert, where intense ultraviolet exposure and wide day to night temperature swings age membranes, coatings and shingle mats faster than the calendar suggests. Spring brings sustained wind and blowing dust that scours surfaces and packs grit into drains. The North American monsoon then delivers short, very intense downpours from roughly July to September onto the flat and low slope roofs, parapet walls, canales and scuppers that dominate local housing stock. Ponding water, split or chalked coatings, failed parapet flashing and blocked drainage are the recurring problems, and they matter here far more than hail volume does.

Highlights

BBB Accredited since November 2012 with an A+ rating, one of the longer accredited track records among El Paso roofing contractors.
Holds a current City of El Paso contractor registration through the One Stop Shop, which is the office that also handles local roofing permits.
Single owner operated El Paso location under Javier Olmos, at the same Gail Borden Place address across RCAT, BBB and Texas Association of Builders records.
Handles both commercial and residential work, which suits the mixed flat, low slope and pitched roof stock across El Paso.

Insurance & credential verification

Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

Confirm this licence yourself at web.rcat.net/rcat/search — search #03-0298 or the company name.

Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

Hello! I saw your company and your strong rating. Without a website, you may be missing many potential clients searching on Google. I build websites that help contractors get more leads and bigger projects. Can I show you a quick example?

Hey! Nice Work TBH, I noticed your page doesn’t have your own website yet, so I wanted to offer something useful, I’m building a free demo website for a few local businesses + giving a free 1-year domain to help them get more customers online. If you like the demo, you can keep it. If not, no worries at all.

I researched several different roofing companies online. One came out and then my insurance denied the claim. they never got back to me. I saw USA working on my neighbor's house and was impressed by the quality of their work. They came out and gave me an estimate and then advocated for me with my insurance. Long story short, my insurance worked with USA and i got the new roof that i wanted. Great color, great quality and they replaced all the wood that needed to be replaced. My wife and I are 100% satisfied. Highly recommend them!

This company is fantastic. This was the fourth of four of companies that I called for roofing estimates, and the one I chose for my home. The president of the company, Javier Olmos, gave me an estimate and guided me through the insurance process. He gave me insight and expectations of what was to come in terms of costs and labor. Not once did I feel pressured to sign with them, as Javier the president is very humble and always willing to answer questions. He will never assume and always looks out for your bottom line. He is an ethical and professional man that truly sets out to do what’s in your best interest. Furthermore, he always answered my calls or responded to texts within minutes. Never have I had a contractor so willing to be helpful. His customer service is supreme. Additionally, while the work is being performed, he constantly checks in to ensure the work meets your satisfaction. If you feel overwhelmed with any of your contracting needs, give them a call. Javier O., the president and main point of contact, has a way of navigating situations to facilitate and make your life easier. All work performed was on schedule, and very well done. His workers are also keen on customer service and very helpful. I will be forever keeping this contact in my books and look forward to my next projects with him. This review was written after all work was completed, and was unsolicited. My wife and I couldn’t wait to leave a review.

Javier was highly recommended to me, I was extremely impressed by his dedication in helping me with the insurance company so I would get the best coverage for my repairs. Javier advised me ahead of time what quality of materials were going to be used for the repairs. I was very happy with the outcome of his work. The workers did a very professional, excellent and clean job. Excellent quality of work, I highly recommend them.

Frequently asked

Is this actually a roofing company, or a general contractor that sometimes does roofs?
Roofing is the core trade. RCAT lists the company under commercial and residential roofing, the Texas Association of Builders files it under Roofing, Siding and Sheet Metal Work, BBB categorises it under roofing contractors, and its own former web address was usagcroofingelpaso.com. The general contractor name reflects a broader construction and home improvement capability sitting on top of a roofing business.
Does Texas licence roofers, and what does the RCAT status mean?
Texas has no state roofing licence. RCAT is a trade association, and its Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned separately through testing and experience, unlike plain RCAT membership which is only dues paid. This company holds the Licensed Roofing Contractor credential rather than plain membership. Insurance and city registration should still be verified independently.
What actually destroys roofs in El Paso?
Ultraviolet exposure and thermal cycling do most of the work. At more than 3,700 feet the UV load is severe, and large day to night temperature swings expand and contract the roof assembly every single day, which opens seams, splits coatings and fatigues flashing. Spring wind and blowing dust abrade surfaces and clog drainage. Monsoon downpours then find every weakness at once.
What is the monsoon and why does it matter for my roof?
The North American monsoon pushes moisture into far west Texas from roughly July into September, producing short, very intense rainfall rather than long soaking storms. A flat or low slope roof that drains slowly, or one with blocked canales or scuppers, can take on standing water fast. Have drainage cleared before monsoon season, not after the first leak.
Is hail the main issue here like it is in Dallas?
No. The heavy hail corridor sits in North and Central Texas, not far west Texas. El Paso does see wind driven damage and occasional hail, and insurance claims for those do happen, but a contractor selling you a Dallas style hail programme in El Paso is selling the wrong problem. Sun degradation, thermal movement, wind and monsoon drainage are the real local failure modes.
My house has a flat roof with parapets and canales. What should an inspection cover?
Ask for the parapet cap and counterflashing condition, the canale or scupper outlets and whether water actually reaches them, evidence of ponding after rain, the condition and adhesion of any coating, seam and lap integrity on membrane systems, and penetrations around swamp coolers, vents and mechanical curbs. Evaporative coolers on desert roofs are a common leak source in their own right.
Do roof coatings make sense in El Paso?
They are widely used on low slope desert roofs because a reflective coating cuts surface temperature and slows UV degradation. The catch is preparation and thickness. A coating over a wet, delaminated or badly ponded deck buys you very little. Ask what substrate repair happens first, what dry film thickness is specified, and what the coating warranty actually covers.
Who issues my roofing permit in El Paso?
Texas has no statewide building code administration, so permitting is local. City of El Paso jobs go through the city's One Stop Shop, which is also where contractor registrations such as this company's LCCR12-00599 are held. Addresses outside city limits go through El Paso County. Confirm in writing that the contractor pulls the permit under its own registration.
Does an El Paso roof need WPI-8 windstorm certification?
No. WPI-8 is a coastal inspection tied to the fourteen first tier Gulf Coast counties served by the Texas Windstorm Insurance Association. El Paso County is about as far from that programme as a Texas county gets. WPI-8 has no bearing on a far west Texas roof.
What should I ask before signing a roofing contract in El Paso?
Ask for certificates of general liability and workers compensation insurance sent directly by the insurer, the current City of El Paso contractor registration, a written scope naming the system and thickness rather than just "reroof", the drainage plan for a low slope deck, separate workmanship and manufacturer warranty documents, and a milestone based payment schedule. Also confirm no one is offering to absorb your insurance deductible, which Texas law does not permit.
