About

Southern Roofing Texas is a roofing contractor based at 15035 Grant Road in Cypress, in northwest Harris County, working across the Cypress area and the wider northwest Houston market. The BBB record gives a business start date of 13 January 2000 and the company's own site describes it as operating since 2000, which lines up with the 2001 establishment date held by RCAT. The company also trades under the related names Southern Roofing and Southern Contractors & Roofing, Inc., and its owner is Phil Fidel Leal. The work spans residential and commercial roofing, full installation and replacement, repair and maintenance, storm and hail damage repair, new construction roofing, skylight and gutter repair and emergency call outs. A significant part of the business is residential insurance restoration, meaning storm claim work rather than straight retail replacement. The company installs the GAF Weather Stopper roofing system and states that its installers are GAF factory certified. It appears in GAF's own residential contractor directory, which confirms it is a certified GAF contractor. On warranties, the company states that qualifying installs carry a GAF transferable 50 year non-prorated material warranty with a GAF workmanship warranty of up to 25 years, plus a transferable labour warranty of its own. The company also describes itself as GAF Master Elite and A+ rated by the Houston BBB and displays a US veteran owned business mark. Those are company statements, and the GAF tier could not be confirmed on GAF's directory page directly because GAF blocks automated access. Cypress is well inland, so the relevant Texas storm story here is hail and straight line wind, not coastal windstorm certification.

Insurance & credential verification

Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

Confirm this licence yourself at web.rcat.net/rcat/search — search #03-0406 or the company name.

Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

Excellent service from Mr Garry! He was very responsive. We were on a time constraint because we were selling our home. He was quick and very supportive throughout the whole process. He even brought me starbucks the morning of the install! His crew was very fast and did an excellent job. Ask for Mr Garry when you call Southern Roofing.

Called Southern Roofing on a Saturday afternoon. Jackie gave excellent advises upon seeing my roof pictures via MMS. She dispatched the repair person for inspection (free of cost inspection) . He repaired in a span of 2 hours on the next Sunday morning. The pricing was very affordable, everyone we communicated with were very courteous. They even gave us a warranty of 1 year after repair. I highly recommend Southern Roofing! Thank you :)

I had heard good things about Southern Roofing prior to needing them for repairs at my house and was determined to see what they offered. Garry, their rep, came out to meet us and go over the process and I just knew that we were in good hands. Garry even had to come back for a 2nd appointment with our insurance appraiser, as they did not come to the first appointment time that they scheduled. Garry kept everything rolling and assured us that he felt they could finish our job in a day - which I did not know how they would achieve that. But, they did! The crew showed up on construction day just like Garry said, and they immediately went to work. They were thoughtful about our home and our neighbors throughout the day. I had no issue leaving them to do their jobs. By the end of the day, they had swept the hard surfaces, raked the grass with a magnet for nails, and picked up every single piece of debris that was noticeable. GREAT JOB, SOUTHERN ROOFING! I would recommend you to anyone!

We interviewed several roofing companies before deciding on this one, and I'm glad we found them. They walked us through every step of an insurance claim and beyond, gave us honest feedback on our questions, and were never pushy or impatient through the process. Garry made himself available day and night to make sure we had all of our questions answered. He didn't make promises he couldn't keep, he made sure to explain every material that went on the house, and personally came to make sure things went smoothly on the day they put the roof on. After all was done, he walked through the changes with us and kept in touch until the last nail was picked up and the trash trailer was hauled away. The crew themselves were very polite, focused, and efficient. We will be sticking with Southern Roofing and recommending them to friends in the future!

Frequently asked

Does Texas issue a state roofing licence?
No. There is no state roofing licence in Texas and no state roofing regulator, so no roofer in Cypress or anywhere in Harris County is licensed by the state. What you can actually verify is insurance, permitting through the correct authority, voluntary credentials such as RCAT status and BBB standing, and manufacturer certification such as GAF. Any Texas roofer advertising a state licence is describing something that does not exist.
What does RCAT Licensed mean, and how is it different from RCAT Member?
The Roofing Contractors Association of Texas runs two separate things. Membership means a company pays dues and appears in the association directory. The Licensed Roofing Contractor credential (RRL, CRL or CRRL) is earned separately by a named individual through examination and continuing requirements. Southern Roofing Texas carries the RCAT licensed credential rather than membership alone. Neither is a government licence, and the distinction is worth checking because the two are often blurred in advertising.
What does GAF factory certified actually get me?
GAF runs tiers of contractor certification, and the higher tiers unlock stronger system warranties that a non certified installer cannot offer at all. The practical value is that the warranty covers the system rather than just the shingle, and that GAF has vetted the contractor's licensing, insurance and reputation. Always check the tier on GAF's own contractor locator rather than taking a badge on a website at face value, because the tiers carry very different warranty rights.
Is hail really a problem this far south in Harris County?
The worst of Texas hail alley sits further north and west, through the DFW and Central Texas corridors, but Harris County still takes damaging hail and, more often, severe straight line wind from spring convective storms and from tropical systems moving inland. Wind damage here tends to show as lifted or creased shingles and failed edge metal rather than as obvious holes, which is why a post storm inspection matters even when the roof looks intact from the ground.
Are impact resistant shingles worth it in Cypress?
They are worth pricing, though the case is a little weaker than in North Texas. Class 4 impact resistant shingles are rated under UL 2218 or FM 4473 and many Texas insurers give a premium discount for them. In Harris County the stronger argument is often wind rather than hail, so also ask about the wind rating of the system and whether the install uses a six nail pattern and enhanced starter and ridge. Confirm the discount with your carrier before you decide.
Do I need a WPI-8 windstorm certificate in Cypress?
Almost certainly not. WPI-8 is the Texas Department of Insurance certificate of compliance for windstorm construction, and it applies in the 14 first tier Gulf Coast counties plus a defined part of Harris County that sits along the coast. Cypress is in far northwest Harris County, well outside that designated area. If you are near the county's southeastern edge it is worth confirming with your insurer, but for the Cypress, Katy, Tomball and Spring area this is not a live requirement.
Who issues the roofing permit in the Cypress area?
Texas has no statewide building code enforcement, so this is set locally and it matters where your address falls. Cypress is not an incorporated city, so much of the area is unincorporated Harris County and permitting runs through Harris County Permits rather than a city building department. Addresses inside the City of Houston or another municipality go through that city instead. Ask your contractor in writing which authority they are permitting through.
How does an insurance restoration roof job work?
You report the loss to your carrier, an adjuster inspects, and the carrier issues a scope and an estimate. The contractor works from that scope, and any disagreement over scope goes back through the carrier. The contractor does not adjust or settle the claim on your behalf. Be wary of any roofer offering to cover, absorb or waive your deductible, because that is illegal in Texas and it puts your claim at risk as well as theirs.
What should I ask before signing a roofing contract?
Ask for current general liability and workers' compensation certificates sent to you directly by the insurer or agent. Ask whether the crew is in house or subcontracted, who pulls the permit, exactly what the workmanship warranty covers and for how long, and what the price does if rotten decking is uncovered. Get the shingle brand, line and colour, the underlayment, the ventilation work and the ice and water detail written into the contract rather than agreed verbally.
How long has Southern Roofing Texas been in business?
The BBB record shows a business start date of 13 January 2000 and the company's own website describes it as operating since 2000. RCAT records a January 2001 establishment date. Ownership is recorded as Phil Fidel Leal, who also appears in RCAT's records as the company's licensed roofing contractor contact. The business also appears under the names Southern Roofing and Southern Contractors & Roofing, Inc.
