Insurance & credential verification
Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

City/county registration
Not checked for StaffordTexas has no state roofing licence, and city rules differ: some require contractor registration, some run a voluntary registry, some neither. Ask this company and your local permit office.
Confirm this licence yourself at web.rcat.net/rcat/search — search #03-0711 or the company name.
Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

Roofing done by O&M Construction Services LLC was hassle free and they completed the whole work within two days. One great thanks to Omar and his great team.
Only make sure you obtain HOA approval prior to start of the work well in advance. Because contractor will not know the respective HOA rules. Some HOA are particular about type of shingles , color etc.

Frequently asked
Is O&M Construction Services licensed by the State of Texas?
Texas does not license roofing contractors at the state level, so there is no state roofing licence for any Texas roofer. O&M does hold the voluntary RCAT Licensed Roofing Contractor credential, with Omar Alghali shown as CRRL and Commercial and Residential Roofing License number 03-0711 on the RCAT record. Ask separately for current general liability and workers compensation certificates.
What is the difference between RCAT Member and RCAT Licensed?
RCAT Member means the company pays dues to the Roofing Contractors Association of Texas. The Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned separately through experience and examination requirements. O&M Construction Services holds the Licensed credential.
How long has the company been in business?
It was founded in 2013 by Omar and Mamie Alghali. The BBB record shows the business starting on 10 May 2013 and the RCAT directory shows an establishment date of 10 September 2013.
Is a windstorm certificate (WPI-8) required for a roof in Stafford?
No. WPI-8 windstorm certificates apply to the fourteen first tier Gulf Coast counties covered by the Texas Windstorm Insurance Association. Fort Bend County is not one of them, and neither is Harris County, so a Stafford roof does not need a WPI-8. Your own carrier may still have its own wind mitigation requirements, so check your policy.
Stafford sits on a county line. Which county is this address in?
The city of Stafford straddles Fort Bend and Harris counties. The company's address at 12847 Capricorn Street, Stafford TX 77477 is on the Fort Bend County side, which is what this listing records. Permits, appraisal and inspection for that address go through Fort Bend County and the City of Stafford.
Do I need a permit for a re-roof in the Houston area?
Texas has no statewide residential building code enforcement, so permitting and inspection are handled city by city and county by county. Stafford, Sugar Land, Missouri City, Pearland, Katy and the City of Houston each run their own rules for re-roof permits. Confirm with the local building department and make sure your contract states the contractor pulls the permit.
What commercial roofing systems does the company install?
The commercial pages list TPO and PVC single ply membranes, modified bitumen, EPDM and built up roofing, along with metal restoration, fabric reinforced, membrane restoration and spray foam coating systems. It also offers moisture detection surveys, leak detection, drone inspections and preventive maintenance plans.
Is the CertainTeed Master Shingle Applicator credential verified?
It is stated by the company on its own about page. It could not be confirmed on CertainTeed's own contractor directory, so treat it as a company claim rather than a verified listing. Master Shingle Applicator is also an individual installer qualification rather than a company wide programme tier such as SELECT ShingleMaster, so ask which crew member holds it and whether that person will be on your job.
What roofing material makes sense on the Gulf Coast side of Houston?
Heat, humidity, heavy rain and hurricane season wind are the drivers here rather than the hail that dominates North Texas. Architectural shingles rated for higher wind speeds, standing seam metal and reflective or cool roof coatings are the common answers. Ask for the tested wind rating on whatever is quoted and confirm the fastener and nailing pattern needed to achieve it, because an under-nailed roof loses its rating.
What should I ask before signing a roofing contract in Stafford?
Ask for certificates of general liability and workers compensation sent directly from the insurer, a written scope covering underlayment, flashing, ventilation, drip edge and a unit price for replacing rotten decking, the manufacturer and workmanship warranty terms in writing, who pulls the permit, and whether crews are in-house or subcontracted. On insurance work, remember that only a licensed public adjuster may negotiate a claim on your behalf.
