Insurance & credential verification

Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

Confirm this licence yourself at web.rcat.net/rcat/search — search #03-0381 or the company name.

Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

Jesus Bustamante Local Guide • 51 reviews • 6 photos * just now New Great price | $12,000-14,000 These guys came in and repaired my roof when 2 other roofers didn't want to do it. I even had a contract signed with one of them (new horizon roofing specialists) and they never showed up. Dylan and the crew did a wonderful and beautiful job of the roof that I was very impressed with their work. I will definitely be referring them to everyone that needs work done to their roofs. I appreciate you not doing the work because someone else did and they did a great job.

The quality of their work truly shows, and our new roof looks amazing! What impressed us the most was the cleanup. They did an excellent job making sure the yard was spotless when they finished, which we really appreciated. We are very happy with the results and would absolutely recommend New Horizons Roofing Specialists to anyone needing roofing work!

Frequently asked

Is Pearland in the Texas windstorm catastrophe area?
This company's office is at 2517 East Broadway Street in Pearland, which is in Brazoria County. Brazoria is one of the 14 first tier coastal counties in the Texas Department of Insurance catastrophe area, so windstorm building requirements and WPI-8 certificates are genuinely relevant here. Note that Pearland straddles a county line and some Pearland addresses north of Clear Creek fall in Harris County, where only designated parts of the county are in the catastrophe area. Confirm the county of the specific property, not just the city name.
What is a WPI-8 and who actually issues it?
A WPI-8 is a Certificate of Compliance showing that a structure or an improvement such as a new roof was built to the windstorm building standards for the catastrophe area. The Texas Department of Insurance issues the certificate, and it is issued on the basis of inspection by a TDI appointed inspector or of a design and inspection by a licensed Texas professional engineer. A roofing contractor never issues a WPI-8. The roofer's job is to build to the required specification and to cooperate with the inspection so the certificate can be issued.
Does New Horizons Roofing Specialists advertise WPI-8 or windstorm certified work?
Not on its own website. Its services and Pearland pages describe repairing roofs damaged by hail, wind, storms and hurricanes, but they do not mention WPI-8, TWIA, windstorm certification or wind uplift ratings. WPI-8 capability is therefore not confirmed here. If you need a WPI-8 on a Brazoria County property, ask the company directly and in writing whether it will build to the windstorm specification and coordinate the TDI or engineer inspection, and get the answer before work starts.
Why does a WPI-8 matter for insurance?
The Texas Windstorm Insurance Association is the insurer of last resort for windstorm and hail coverage in the catastrophe area, and TWIA generally requires evidence of compliance, meaning a WPI-8 certificate, before it will cover new construction or an improvement such as a reroof. If you replace a roof in Brazoria County without securing the certificate, you can find that portion of your windstorm coverage is compromised later.
When does the WPI-8 inspection have to happen?
It has to be arranged so the inspection can see the work. On a reroof that means the inspector or engineer needs to see the deck, fasteners and installation before everything is covered, and the paperwork has to be filed within the timeframes TDI sets. It is not something you can bolt on after the fact without cost and hassle, so raise it before the tear off, not after.
Does Texas issue a state roofing licence?
No. Texas has no state roofing licence and no state roofing regulator. Trust has to be built from things you can actually verify: a current certificate of insurance sent by the insurer, association standing, manufacturer directory listings, and a verifiable local address and history.
What does the RCAT Licensed status mean here?
The Roofing Contractors Association of Texas maintains a Licensed Roofing Contractor credential (CRRL, RRL or CRL) that is earned separately from plain membership. It involves exams, minimum years in business, insurance requirements and annual continuing education. This company carries the Licensed status rather than plain Member. It is an industry credential from a trade association, not a government licence.
What is the difference between GAF certified and Owens Corning Preferred?
They are two different manufacturers' contractor programmes. GAF's programme has tiers, with Certified below Certified Plus and Master Elite, and the tier determines which extended GAF warranties a contractor can offer. Owens Corning Preferred Contractor is that manufacturer's network level with its own requirements. Both were confirmed for this company in the manufacturers' own directories. Ask which specific extended warranty the contractor can register for your job and get it in writing.
What should a Gulf Coast homeowner ask before signing a roofing contract?
Whether the property is in the catastrophe area and whether a WPI-8 is required, who arranges the TDI or engineer inspection, which fastening pattern and wind rating the roof will be built to, the underlayment and flashing detail, whether decking replacement is included or priced per sheet, who pulls the City of Pearland permit, and the workmanship warranty term in writing.
Are hail damage rules different on the Gulf Coast than in North Texas?
The physics are the same but the insurance is not. Along the coast, wind and hail may be excluded from your standard homeowners policy and carried separately through TWIA or a surplus lines carrier, and there is usually a separate percentage deductible. Inland in the hail belt it is more often bundled. Read your declarations page to see which structure you actually have before a storm, not after.
