Insurance & credential verification

Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

Confirm this licence yourself at web.rcat.net/rcat/search — search #03-0376 or the company name.

Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

We’ve now worked with CJ Whitmire at Hart Roofing & Construction twice, and both experiences have been excellent. CJ is professional, friendly, punctual, and very easy to work with. He took the time to clearly explain the issues with our roof, walk us through the recommended fix, and outline the process and timeline so we knew exactly what to expect. We truly appreciate the quick response, clear communication, and quality service from CJ and the Hart Roofing team. Highly recommend!

We had a leak from our roof flashing onto our covered porch, and I’m so thankful we called Hart Roofing & Construction. They were incredibly responsive and sent CJ out immediately. CJ quickly found exactly where the leak was coming from and took the time to show us what was causing the problem and explain all the repairs that needed to be made. He was extremely knowledgeable, professional, and patient in helping us understand everything. In situations like this, it’s such a relief to work with a company that is responsive and clearly knows what they’re doing. From the quick response time to the excellent customer service, I’ve been so impressed with every aspect of this company. I highly recommend Hart Roofing & Construction and truly appreciate the care and professionalism they showed us during a stressful situation. A special thank you to Jonathan and CJ for going above and beyond!

During the sale of a high end home with a Spanish clay tile roof in an exclusive neighborhood I needed an inspection and then some minor repairs done. Definitely not a large job by a roofing company’s standard but important to my multi million dollar sale. The care and responsiveness displayed by Hart Roofing was second to none. They were on it, owned it and took care of it in an expedient fashion. Hire with confidence! As i build my new 7000 sq ft home I will be looking to use them again for the “big job”.

Choosing Hart Roofing and Construction for your roofing repairs will be a great decision. Although my review is lengthy, I am passionate when trades focus on the customer needs. I believe it will assist in your decision. The decision to replace a roof either comes as an urgent necessity resulting from minor leaks to major storm damage, or the nagging anxiety that you know the roof is old and something is bound to happen sooner or later. In a perfect world, your roof should be higher on the preventive maintenance schedule but is often deferred to a later time especially if there’s no immediate issues. A typical roof in Texas should be replaced every 15-20 years, so there’s plenty of time, right? Another mindset considers that preventative maintenance is an out-of-pocket expense whereas waiting until there’s a problem may result in insurance paying for the repairs. Trust me, although we pay a good amount of money for insurance “services”, we don’t realize until we need assistance that insurance companies are in the business of making money and those services can be subjective based on insurance business practices. This realization should not become evident when your roof is now damaged. In the same breath, the time to find a good roofing contractor should not be in relationship to urgent needs. As most have experienced, immediately after a storm, affected areas are inundated with the good, the bad, and the ugly contractors soliciting for your business. Knowing in advance (preventatively) who the good contractors are could make the difference in not only the repairs but also how to deal with the services end of your insurance provider. This alone could make a substantial difference in your personal experience. Always do your due diligence in researching roofing contractors and rely on friends and family to provide firsthand recommendations. As a member of the U.S. Coast Guard, I was fortunate enough to have a plethora of firsthand references within the Houston area. I was introduced to CJ at Hart Roofing and Construction who made all the difference in the world to provide peace of mind. As a former (named) insurance adjuster and roofing inspector, CJ was well experienced and covered every aspect of the repairs needed. Hart Construction worked directly with my insurance provider throughout the claims process. CJ documented the damage through inspection reports, handheld and drone photographic documentation performed before, during and after the work was completed, and always remained readily accessible to me. The work was completed in one day, the workers were very respectful, damage mitigation was set up to prevent damage to windows, landscaping, and certainly had a huge focus on zero footprint for thorough cleanup: installing tarps all around my property, including my pool and decking. Very impressed! The documentation provided was extremely helpful in supporting my insurance claim, maintaining compliance with my windstorm policy, assisted in reducing my insurance premium, and work performed to the satisfaction of my homeowner’s association. In a very big nutshell, CJ and Hart Roofing and Construction provided me with the confidence that the job was done right the first time and that all my roofing needs were met. Initially, I went the route of deferral, experienced how different contractors employ tactics to obtain your business and yes, even struggled with the not so service end of my insurance company. Although my insurance company has a good reputation, I firmly believe that not all insurance adjusters keep the customers interest in mind and look more to the business end of minimizing insurance payouts; that may enhance adjuster’s end of year bonuses for doing so. Patricia and CJ and Hart Roofing and Construction were dogged in pushing the insurance adjuster to focus on my property needs and entitlements. As such, I highly recommend Hart Roofing and Construction as a great roofing contractor that keeps customer service as their cornerstone for business. Paul and Leigh L. Pearland, TX 2025

Frequently asked

Is Hart Roofing & Construction licensed by the State of Texas?
Texas does not issue a state roofing license, so no roofer in Texas is state-licensed. Instead, look at voluntary credentials. Hart Construction holds the Roofing Contractors Association of Texas (RCAT) Licensed Roofing Contractor credential, which is a separately earned designation, and it is also a member of the North Texas Roofing Contractors Association.
What is the difference between an RCAT member and an RCAT Licensed Roofing Contractor?
RCAT membership means a company has joined the association and pays dues. The RCAT Licensed Roofing Contractor credential is different: it requires passing an examination and meeting experience and insurance requirements. Hart Construction is listed with the RCAT licensed credential, which is the stronger of the two.
Does Hart Roofing & Construction handle hail damage claims?
Yes. Storm and hail damage repair is one of the company's core services, and North Texas sits in the part of the state that sees frequent large hail. The company offers complimentary roof inspections, which is a sensible first step after a storm before you contact your insurer.
Are Class 4 impact-resistant shingles worth it in the Dallas-Fort Worth area?
Often, yes. Class 4 shingles are rated to better resist hail impact, and many Texas insurers offer premium discounts for them. Given how often Tarrant, Dallas, and surrounding counties see hail, ask any roofer you interview, including Hart, to price a Class 4 option alongside a standard shingle.
Do I need a permit to replace my roof in Southlake or other DFW cities?
Texas has no statewide building code for this, so permitting is decided city by city. Some DFW cities require a roofing permit or contractor registration and some do not. Confirm the rules with your own city's building department before work starts, and ask the contractor who will be pulling any required permit.
What certifications does Hart Roofing & Construction advertise?
The company displays CertainTeed Master Shingle Applicator, Atlas, and Owens Corning installer credentials on its website, and it is BBB accredited with an A+ rating. The manufacturer credentials are stated by the company; ask to see current certificates if a specific manufacturer warranty program matters to your project.
Does Hart Roofing & Construction offer a warranty?
The company advertises a fully transferable workmanship warranty in addition to the manufacturer warranty on materials. Get the warranty terms in writing before signing, including what is covered, for how long, and how a transfer to a future buyer works.
Does Hart Roofing & Construction do commercial work?
Yes. The company has a commercial division offering roof coating and restoration, storm damage repair, new construction, and personalized maintenance plans for property owners and property managers, alongside its residential roofing work.
What should I ask any Texas roofer before signing a contract?
Ask for proof of general liability insurance, verify any association credentials such as RCAT status, get the full scope and price in writing, confirm who pulls any required city permit, and be cautious of door-to-door offers to waive your insurance deductible, which is illegal in Texas.
What areas does Hart Roofing & Construction serve?
The company serves the Dallas-Fort Worth metroplex from its Southlake office, including Southlake, Dallas, Fort Worth, Keller, Flower Mound, Grapevine, Westlake, and Allen.
