Insurance & credential verification

Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

Confirm this licence yourself at web.rcat.net/rcat/search — search #01-0572 or the company name.

Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

From start to finish this company was great to work with. Professional, strong communication, reliable, and went above and beyond to address our questions and needs. They provided quality work and the clean up was incredible. We are very pleased and highly recommend them.

I highly recommend All Over Exterior Roofing. They replaced my roof and were very professional throughout the process. They visited my home, provided a competitive quote with several options, and clearly explained the trade-offs. They scheduled the replacement within a week and completed the job in one day. Their craftsmanship was excellent.

All Over Roofing was amazing to work with and I am so appreciative of their services. Julio was extremely professional and thorough. I appreciated their timely responses and follow up. I live in a 4 story house and found out the hard way that not every company is able to repair roofs or seal windows this high. They coordinated a lift and made the process so smooth and easy on my end. I highly recommend using them!

This roofing company is truly recommendable. Their pricing is competitive, and the 15‑month no‑interest financing option makes the process even easier. Ashley and Julio are exceptionally knowledgeable and patiently explain every step from start to finish. For future roofing needs, I won’t waste time looking for other companies, they’ve proven to be the best choice.

This was my first roofing replacement ever. I have been dreading it due to costs and horror stories of friends. I have to say that Julio and his team have been a pleasure to work with. I had a million questions and each one was quickly and fairly answered, even when Julio was traveling he always got back the same day. The cost was competitive with other bids, but the quality and service convinced me if the true value of working with All Over Exterior Roofing. I recommend this company whole heartedly. We also had our siding replaced and are very happy with the over all quality and craftsmanship of the replacement. The paint job was outstanding. Great company to work with.

Frequently asked

Does Texas require a state license for roofing contractors?
No. Texas has no statewide roofing license. Homeowners should instead confirm a contractor's liability and workers compensation insurance, and check its standing with an industry association such as RCAT (Roofing Contractors Association of Texas).
What does it mean that All Over Exterior Roofing is RCAT Licensed rather than just an RCAT Member?
RCAT offers a basic paid Membership open to any contractor, and a separately earned Licensed Roofing Contractor credential (RRL for residential work) that requires meeting RCAT's additional standards. All Over Exterior Roofing holds the Licensed designation under owner Julio Checon, which homeowners can verify directly on the RCAT website.
Does Houston get hail and storm damage that affects roofs?
Yes. While Houston is not part of North Texas's Hail Alley, the Houston area regularly experiences hail and severe thunderstorms, and wind and hail damage are common reasons homeowners file roofing insurance claims.
What is a Class 4 impact-resistant shingle, and should I ask for one?
Class 4 shingles are laboratory rated to withstand hail impact better than standard shingles, and some Texas insurers offer a premium discount for installing them. It is worth asking a contractor whether Class 4 shingles are available for your roof.
Do I need a permit to replace my roof in Houston?
Texas has no statewide building code, so permitting is handled city by city. Homeowners should confirm with the City of Houston's permitting department, or ask their contractor to confirm, whether a permit is required before work begins.
What should I ask a roofing contractor before signing a contract?
Ask to see proof of current general liability and workers compensation insurance, get the scope of work and materials in writing, confirm who pulls any required permit, and get copies of the manufacturer and workmanship warranties before signing.
What does GAF Master Elite certification mean?
GAF Master Elite is a certification GAF awards to roofing contractors that meet its licensing, insurance, and reputation standards; only a small percentage of contractors nationwide hold it, and it can qualify homeowners for stronger GAF warranty coverage.
Does homeowners insurance cover hail or storm damage to my roof?
Most Texas homeowners policies cover sudden hail and wind damage, though coverage and deductibles vary by policy. Homeowners should review their own policy and can ask a roofing contractor to help document damage for a claim.
Is All Over Exterior Roofing accredited by the Better Business Bureau?
Yes. BBB records show All Over Exterior Roofing as a BBB Accredited Business with an A+ rating.
How can I confirm a roofing company's insurance before hiring them?
A reputable contractor will provide a certificate of insurance directly, or through their insurance agent, upon request. Homeowners should confirm the certificate is current and lists appropriate liability coverage before work begins.
