About

Over the Top Roofing and Remodeling is a locally owned, family operated roofing and remodeling company at 22815 Tuwa Rd in Tomball, Harris County. The business was founded in 2021 and is led by president Cody Laird. It works across residential, multi-family and commercial roofing, and also handles gutters, fencing and general remodeling. The company is a CertainTeed ShingleMaster PRO credentialed contractor. We confirmed that on CertainTeed's own contractor directory, which shows the Tomball address and lists the company as credentialed since 2022. It is also a BBB Accredited Business with an A plus rating, accredited on 27 January 2022. On its own site the company additionally claims TAMKO Pro Platinum status and membership of HARCA and RCA; we could not confirm those on TAMKO's or the associations' own directories, so treat them as stated by the company. Coverage runs well beyond Tomball. The company's service area pages list Spring, Cypress, The Woodlands, Conroe, Katy, Humble, Klein, Magnolia, Montgomery, Jersey Village and a string of towns up toward Huntsville, Livingston and Lufkin. A large part of the work is insurance driven, and the company markets free roof inspections and help moving a claim through.

Insurance & credential verification

Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

Confirm this licence yourself at web.rcat.net/rcat/search — search #03-0684 or the company name.

Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

I waited for years to have my roof replaced because I couldn't find a reputable company. My brother told me about OTT. I am glad I never gave in and used another company. OTT did a remarkable job on my roof. Their work was high quality, timely installed, great pricing, and the roof looks amazing. I also appreciate their timely and professional communication throughout the entire process. And the bonus.... a major reduction on my homeowners insurance!

I recently had the pleasure of working with Cody and the team at Over The Top Roofing on a full roof replacement for my home. In a day and age where someone's word means less and less it was a refreshing experience to have someone actually stick to there word from start to finish and provide an exceptional end product. Integrity, honesty and transparency are all things you can rarely put in the same sentence with a contractor these days but they fit the bill here. If looking for a great roofing company your search stops here

Our new roof looks amazing! Anyone needing a roofer, I highly recommend Over The Top Roofing and Remodeling! Cody and his team were great to work with. Since we have 2 dogs, I was concerned about the roofing nails. The crew did a great job of covering the area around our house with tarps (including the entire pool!) and very thorough with the clean up. Everything was done in one day with a beautiful result.

Justin and the OTT team were so great to work with. We had a full roof replacement after a big storm back in June and they were there with us every step of the way. Justin was super responsive to every little question I had about the process, and when we lost power during the install he and some of his teammates got it handled within an hour’s time. There was a small spot on our patio tile that was damaged during the install, which we discovered a day after completion, and Justin sent his guys out to our house to replace them the same day. I was really impressed with the whole team and would highly recommend OTT Roofing and their team.

I recently had my entire roof replaced by Over the Top Roofing, and I couldn’t be more satisfied with the results. From start to finish, the experience was smooth, professional, and stress-free. A special shoutout to Cody, who was fantastic throughout the entire process. He was knowledgeable, responsive, and made sure everything was clearly explained from the initial estimate to the final inspection. Cody and the crew showed up on time, worked efficiently, and the quality of the workmanship is second to none. My new roof looks amazing, and I have total peace of mind knowing it was done right. They also did a great job cleaning up afterward—no mess left behind at all. I highly recommend Over the Top Roofing and especially Cody for anyone in need of reliable, top-quality roofing services!

Frequently asked

Does Texas issue a state roofing licence?
No. Texas has no state roofing licence and no state roofing regulator. The meaningful checks are proof of insurance, voluntary credentials such as RCAT or a manufacturer certification, and whatever registration your city requires. Treat any Texas roofer who says state licensed with caution.
What is the difference between an RCAT Member and an RCAT Licensed Roofing Contractor?
The Roofing Contractors Association of Texas has plain membership, which comes with paying dues, and a separately earned credential called Licensed Roofing Contractor carrying the CRRL, RRL or CRL designation, which requires testing and continuing education. They are not equivalent. Ask a company which one it actually holds.
What does a CertainTeed ShingleMaster PRO credential mean?
It is a manufacturer credential, not a government licence. CertainTeed vets and trains contractors and lists the credentialed ones in its own public directory, and credentialed contractors can offer stronger CertainTeed system warranties on qualifying roofs. You can look any company up on CertainTeed's site to confirm the level it holds.
How do I verify a Tomball roofer's insurance?
Ask for a certificate of insurance showing general liability and workers compensation, and have the agent email it to you directly rather than taking a forwarded copy. Check the policy dates cover your install window. Workers compensation is the one people skip and the one that protects you if a crew member is hurt on your roof.
Do I need a permit for a reroof in Tomball or unincorporated Harris County?
Texas has no statewide building code enforcement, so permitting is city by city and county by county. Tomball, Houston and unincorporated Harris County each handle reroof permits differently. Ask your contractor who pulls the permit and confirm the requirement with the relevant authority before work begins.
Are Class 4 impact resistant shingles worth it around Houston?
Harris County gets damaging hail less often than North Texas, but it does happen, and Class 4 shingles also handle wind driven debris well. Many Texas insurers give a premium discount for a Class 4 roof. Ask your carrier what the discount would be, then weigh it against the extra material cost.
What matters most for a roof in the Houston area?
Heat, humidity and heavy rain. Attic ventilation, correct underlayment, well sealed flashing at penetrations and valleys, and proper drip edge do more for roof life here than the shingle brand alone. Make sure the estimate spells out ventilation and flashing rather than just shingles and labour.
What should be written into the contract before I sign?
The full scope including tear off, decking replacement rate, underlayment, flashing, ventilation and cleanup, the manufacturer warranty and the separate workmanship warranty, the payment schedule, the permit responsibility, and how change orders are priced if bad decking is found once the old roof is off.
Can a roofer cover my insurance deductible?
No. In Texas it is illegal for a contractor to pay, rebate, waive or absorb your insurance deductible, and it is illegal to advertise that offer. If a roofer offers it, that is a reason to walk away, not a discount.
How do I sort a real local company from a storm chaser?
Check for a verifiable local address you can drive to, a business history you can date through the BBB or the Texas Secretary of State, manufacturer credentials you can look up on the manufacturer's own site, and local references. A workmanship warranty only means something if the company will still be here to honour it.
