About
Texas Coastal Roofing & Construction LLC is a Corpus Christi based roofing and general construction company operating from 730 Diamond Cut Dr, Suite D, Corpus Christi, TX 78409, in Nueces County. The BBB record names Deane R. Messex as managing member, gives a business start date of 26 April 2013 and incorporation on 31 October 2013, and the company's own About page says the owner brings more than 30 years of industry experience. Posted hours are Monday to Friday, 8am to 5pm.
The company works both sides of the roof. On commercial work its own pages describe resealing, waterproofing, modified bitumen and torch down systems, roof coatings, new flat roofs, sealing around rooftop AC units, infrared leak detection and maintenance contracts, with completed work at military installations and Alice Airport. On the residential side it sells roof inspections at published prices, including a leak test, a verbal report inspection and a written report inspection. Beyond roofing it also offers remodeling, cabinetry and granite or tile, siding and decking, painting and drywall, plumbing and HVAC repair, so it is a broad construction outfit rather than a roofing only crew.
Corpus Christi sits in Nueces County, one of the 14 Texas first tier coastal counties covered by the Texas Windstorm Insurance Association. That makes WPI-8 windstorm certification a live issue for local roofs. We read this company's home, about, roof inspections and commercial roofing pages and ran a search restricted to its own domain, and found no mention of WPI-8, windstorm certification, TWIA or TDI anywhere. We therefore could not confirm a windstorm certification capability for this company, and homeowners who need a WPI-8 should ask directly before signing.

Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

Registration is required here to pull a roofing permit; we have not confirmed this company's own status, so check it before you sign.

Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

First time having to have a roof redone, Deane was able to have his crew start two weeks after signing the contract agreement. Took only four days to re-do the entire roof including the drip edge and gutters. They also removed an old satellite dish and filled the holes so the roof wouldn't leak. The roof turned out great, and no mess was left behind from his crew, they also used a magnet to remove any nails or scrap metal left behind from the job. Great experience, would hire them again for any projects in the future.

Loved my experience with this company! I needed my roof replaced and they were very quick to come out and give me a reasonable quote. We experienced some weather issues at the beginning of the project that had to push the start date back a few days due to rain, but they were great to watch the weather and get it done in a timely manner. They kept the place as clean as you possibly can during a project like that. Would absolutely use them again!

We have used Texas Coastal Roofing several times for roofing, gutters and recently to help us out with Hurricane Harvey. They went well beyond expectations and helped us with storm shutters and boarding doors in an emergency situation even though they were tired and needing to see to their own homes! We are always very pleased with their work, responsiveness, and they are really nice too!! I would certainly recommend them to anyone looking for a first rate company to do business with.

Dean came out looked at my roof we made a appointment to put a new one on and they were finished on time and they picked up after themselfs so good you couldn't even tell they were here except the new roof. They did a perfect job all lines are straight as can be and he had books of all the different roofs which made picking the perfect roof for my house easier. he does financing so I was able to get a nicer roof with just a few extra payments. Texas coastal roofing will always be the contractor for my house and property.

Coastal Roofing did an outstanding job re-roofing our cabana. They were quick, clean, and the roof looks great. Dean is an upstanding guy.
An update after Hurricane Harvey: The roof on the Cabana was built to last! It still looks brand new, and sadly was the only thing on the Cabana that didn't get trashed. I highly recommend Texas Coastal Roofing!

Frequently asked
Does this company do WPI-8 windstorm certified work?
We could not confirm it. Corpus Christi is in a TWIA first tier coastal county where WPI-8 matters, but we read this company's home, about, inspections and commercial roofing pages and searched its own domain and found no mention of WPI-8, windstorm certification, TWIA or TDI. That silence is not a no, it simply means we have no source. Ask the company directly, in writing, before you sign.
What is a WPI-8 and who actually issues it?
The WPI-8 is the Certificate of Compliance that lets a property qualify for Texas Windstorm Insurance Association wind and hail coverage in the designated coastal counties. A roofing contractor does not issue it. The certificate comes from the Texas Department of Insurance, or through a licensed Texas professional engineer who inspects the work and submits it. What the roofer contributes is building the roof to the required standard and documenting it so an inspector or engineer can certify it.
Do I need a WPI-8 for my Corpus Christi roof?
If you carry or want TWIA wind and hail coverage on a property in Nueces County or another first tier coastal county, yes. Without a valid WPI-8 on file for the work, a later wind damage claim can be denied even when the damage is obvious. If you are replacing a roof, sort the certification path out before the tear off, not after, because certain stages have to be inspected while they are still open.
How do I arrange the certification if my roofer does not handle it?
You engage a Texas licensed professional engineer, or apply through the Texas Department of Insurance windstorm inspection programme, and the inspection has to be scheduled around the construction stages. Ask your roofer up front whether they will build to the required standard, keep the product approval documentation, and coordinate inspection timing. Get that commitment in the contract.
What is the Corpus Christi STAR Contractor Program?
It is a voluntary registration programme run by the City of Corpus Christi Development Services department to help residents find qualified registered contractors, including roofers. It has three tiers, Bronze, Silver and Gold, with rising requirements. All tiers require an application, an ethics acknowledgement, proof of insurance and an approved criminal background check. Gold additionally requires five years of registration history and professional organisation membership. We did not confirm whether this company is registered.
Is this company licensed by the State of Texas?
No roofer is. Texas has no state roofing licence. Trust here rests on verified insurance, RCAT standing, city registration where the city requires it, manufacturer credentials checked at the manufacturer, and the BBB file. Our record lists this company as an RCAT Member, which means association membership rather than the separately earned RCAT Licensed Roofing Contractor credential.
Is this company BBB accredited?
Its own website says it is an accredited member of the Better Business Bureau, but the BBB profile we read states it is not a BBB accredited business, while still showing an A+ rating. The A+ rating and the accreditation are two different things. Treat the accreditation claim as stated by the company and check the live BBB profile yourself before relying on it.
How do I verify a coastal roofer's insurance?
Ask the insurance agent to send the certificate of insurance to you directly rather than accepting a forwarded copy. Look for general liability and, if crews are employed rather than subcontracted, workers compensation. Texas does not require most private employers to carry workers compensation, so ask specifically and get the answer in writing.
Can a Texas roofer pay my insurance deductible?
No. Texas law prohibits a roofing contractor from paying, waiving, rebating or absorbing your insurance deductible. If someone offers to make the deductible disappear, that is a reason to walk, not a discount. Budget for paying it.
What should I ask a Coastal Bend roofer before signing?
Ask about the windstorm certification path and who coordinates the inspection, the fastening schedule and product approvals being used, the underlayment and decking specification, the workmanship warranty and who honours it, insurance certificates sent by the agent, the payment schedule and lien waivers, and whether any of the work is subcontracted. On the coast the documentation is as important as the shingles.
