About

Pearl Roofing is a family owned roofing contractor working out of 77 Sugar Creek Center Blvd, Suite 600 in Sugar Land (Fort Bend County), under the tagline "The hidden gem in roofing." The company was formed in 2021 when its CEO, who the site says had more than 30 years in construction and maintenance, brought his son in as sales manager. BBB lists Wesley Biggs as CEO and Julian Biggs as sales manager and dates the business to January 2021. The published scope covers roof inspections (annual, post-storm and pre-purchase), residential repairs and full replacements, commercial and industrial roofing, preventive maintenance and new build work. On the commercial side it lists EPDM, TPO and PVC single ply membrane systems; on the residential side it names GAF, Owens Corning, TAMKO, IKO, Atlas and CertainTeed shingle lines and details the underlayment, ice and water shield, flashing, drip edge and ridge vent components it installs. The company also handles building permit applications and acts as an intermediary on insurance claims, and its BBB listing adds gutters, fencing, solar attic fans, chimney repair and interior paint and drywall repair. Pearl Roofing has been a BBB Accredited Business since December 2023 with an A+ rating. It states GAF certified contractor status, Owens Corning Preferred Contractor status, HUB (Historically Underutilized Business) certification and Attic Breeze certified installer status, and it has a profile in GAF's residential contractor directory. Texas issues no state roofing licence, so those credentials plus current insurance are what a homeowner can actually check. Posted hours are Monday to Friday, 8:30am to 5pm.

Insurance & credential verification

Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

City/county registration Not checked for Sugar LandTexas has no state roofing licence, and city rules differ: some require contractor registration, some run a voluntary registry, some neither. Ask this company and your local permit office.

Confirm this licence yourself at web.rcat.net/rcat/search — search #01-0667 or the company name.

Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

Frequently asked

Is Pearl Roofing licensed by the State of Texas?
Texas does not issue a state roofing licence, so no Texas roofer holds one. What you can verify is current general liability and workers compensation insurance, the RCAT record, BBB accreditation and any city registration your job requires. This directory verifies insurance separately from the company's own claims.
What is the difference between RCAT Member and RCAT Licensed?
RCAT Member means the company pays dues to the Roofing Contractors Association of Texas. The Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned separately through RCAT's own experience and testing requirements. They are not interchangeable, and this company is recorded as Licensed.
How long has Pearl Roofing been in business?
Since 2021. The company's About page describes the business being formed that year when the CEO's son joined as sales manager, and BBB records the business as started on 7 January 2021.
Who pulls the permit for a roof replacement in Sugar Land?
Texas has no statewide building code enforcement, so permitting and inspection are handled city by city. The City of Sugar Land runs its own permit process and unincorporated Fort Bend County is different again. Pearl Roofing states it handles the permit application, but confirm the permit is pulled in the contractor's name and that the number appears on your paperwork.
Does the Houston area get enough hail to justify impact-resistant shingles?
Fort Bend and Harris counties see less hail than North Texas but still take damaging spring storms, and the bigger local threats are straight line wind and heavy rain. Class 4 impact-resistant shingles pass the UL 2218 steel ball test and many Texas carriers offer a premium discount for them. Ask your insurer what the discount actually is before you commit to the upgrade.
What commercial roof systems does Pearl Roofing install?
The capabilities page names three single ply membrane types: EPDM synthetic rubber, TPO thermoplastic polyolefin and PVC. Which one suits a given building depends on roof traffic, chemical exposure, insulation and how the deck drains, so ask for the reasoning behind the recommendation.
Does the company work with HOAs and property managers?
Yes. Its 'Who We Serve' page lists residential homeowners, commercial properties including retail, schools and healthcare facilities, industrial complexes, and property managers, HOAs and property owners, plus realtors, brokerages and developers on new construction.
Can a roofer handle my insurance claim in Texas?
A roofer can inspect and document damage, meet the adjuster on site and quote the repair, and Pearl Roofing describes acting as an intermediary on claims. What a roofer cannot do in Texas is act as your public adjuster or negotiate the claim on your behalf unless separately licensed for that. Be wary of any offer to absorb or waive your deductible.
What should I ask before signing a roofing contract?
Get the full scope written down: tear off, decking replacement rate per sheet, underlayment and ice and water shield spec, flashing, drip edge and ventilation. Ask the insurer to send the certificate of insurance directly to you. Get the workmanship warranty term in writing separately from the manufacturer material warranty, and read the cancellation clause before you sign.
How often should a Gulf Coast area roof be inspected?
Once a year is the usual advice, plus a check after any significant wind or hail event. Heat, humidity and heavy rain are hard on flashings, sealants and boot penetrations in the Houston area, and those small failures are what turn into decking rot if they go unnoticed for a season.
