About
Ja-Mar Roofing & Sheet Metal is a family owned Texas roofing contractor headquartered at 16712 S IH 35 Frontage Rd in Buda, south of Austin. The company site and its Better Business Bureau profile date the business to 1970, and the company's history page traces it to J&J Roofing, founded in New Orleans in 1961 and relocated to Austin in 1969. It has been owned by David L. Phillips through DL Phillips Construction since 2005.
San Antonio is one of the company's genuine branch offices. Ja-Mar publishes a San Antonio street address at 11103 San Pedro, Unit 120, along with a dedicated 210 area code phone line, on its own contact page, and the same address and number appear in the RCAT directory record. The Better Business Bureau also carries the San Antonio number among the company's phone lines, and the branch has its own city specific Yelp and Angi listings. Ja-Mar's expansion into San Antonio was aided by its 2008 acquisition of River City Roofing, a commercial roofer founded in 1971.
San Antonio sits in Bexar County, well inland from the Gulf. The relevant roofing issues here are hail, high wind and heat rather than coastal windstorm certification, so impact resistant shingles and correct fastening carry more weight than any coastal certificate.

Insurance & credential verification
Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

Required in San Antonio Check the registry ↗Home Improvement Contractor Registration / Contractor Connect Program. Registration is required here to pull a roofing permit; we have not confirmed this company's own status, so check it before you sign.
Confirm this licence yourself at web.rcat.net/rcat/search — search #03-0309 or the company name.
Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

Great company! I worked with Dustin from start to finish. He answered my many questions, especially since this is the first time I've needed a roof replacement. The crew came out and worked hard and quickly. Dustin and company were patient as I worked with the insurance company to ensure proper payment. Highly recommend!

We’ve had 3 roofing companies come out to fix a leak. Never got it. Ja-Mar came out and figured it out. They are awesome!

We had major hail damage and were inundated by solicitors. We knew that we would go with JaMar after they did a wonderful job for us 9 yrs ago. After reaching out to my rep (from 9 years ago) I was pleasantly surprised to see that Drew Pfanmiller was still with the company and he put his best foreman on the job, Mike Roque. Although the job took a day longer than expected (due to rain), it was a very pleasant experience and Mike was so communicative and forthcoming. His workers were very professional and courteous to me and my family (including my dogs). I pray I'll never have to just them again but I will most certainly recommend them to all my friends and family. Best roofers around!!

I am thrilled to give Ja-Mar Roofing a well-deserved 5-star review! Dustin and his team were exceptional in every way. They completed the job in just two days, which was impressive given the scope of work. What really stood out was their attention to detail and respect for my property. They were remarkably quiet and tidy throughout the process, and the cleanup was thorough. The end result is a beautiful new roof that I'm confident will last for years to come. Dustin's professionalism, expertise, and commitment to customer satisfaction are truly appreciated. If you need a reliable and skilled roofer, look no further than Jamar and Dustin's team!

Frequently asked
Is Ja-Mar Roofing licensed by the State of Texas?
No, because Texas does not issue a state roofing licence and has no state roofing licensing board. Any Texas roofer claiming to be state licensed is misinformed or misleading you. Ja-Mar holds the Roofing Contractors Association of Texas Licensed Roofing Contractor credential, a voluntary industry credential. Current general liability and workers compensation insurance is the check that matters most.
What is the difference between an RCAT Member and an RCAT Licensed Roofing Contractor?
They are separate things. Membership means paying association dues. The Licensed Roofing Contractor credential is earned separately through testing and continuing education requirements. Ja-Mar carries the Licensed status in the RCAT directory. Ask any contractor which one they hold, and confirm it in the RCAT directory rather than taking a logo on a website at face value.
Is the San Antonio office a real local office?
Yes. Ja-Mar publishes a San Antonio address at 11103 San Pedro, Unit 120, San Antonio, TX 78216 on its own contact page along with a dedicated 210 phone number, and the same details appear in the RCAT directory. The branch also has its own San Antonio specific listings on Yelp and Angi. The company itself is headquartered in Buda near Austin, so this is a branch of a Central Texas company.
Does Ja-Mar have commercial roofing experience in San Antonio?
Yes. The company acquired River City Roofing, a San Antonio commercial roofer established in 1971, in 2008, which its history page credits with expanding its commercial client base. Ja-Mar is also a GAF Master Commercial Roofing Contractor and a Duro-Last Certified Contractor, both of which relate to low slope and single ply systems rather than residential shingles.
Are Class 4 impact resistant shingles worth it in San Antonio?
San Antonio takes damaging hail, so a Class 4 impact rated shingle is a reasonable upgrade to consider. Class 4 is the top rating in the UL 2218 steel ball impact test. Many Texas insurers offer a premium discount for a Class 4 roof, but the discount varies significantly between carriers. Ask your agent to quote the actual annual saving so you can weigh it against the upgrade cost.
Do I need WPI-8 windstorm certification in San Antonio?
No. WPI-8 certificates of compliance apply only in the 14 first tier Texas coastal counties covered by the Texas Windstorm Insurance Association. Bexar County is inland and is not one of them. The performance questions that matter in San Antonio are hail impact rating, wind uplift rating, and correct nailing and edge metal detail.
How do I verify a roofer's insurance before work starts?
Ask for a certificate of insurance issued directly to you by the insurance agency rather than a copy forwarded by the contractor. Check that it shows general liability and workers compensation, names the agency and policy numbers, and is current. Then call the agency to confirm the policy is active. With no state roofing licence in Texas, this is the most useful check available.
Do I need a permit to replace a roof in San Antonio?
Texas has no statewide building code enforcement, so each jurisdiction sets its own rules. The City of San Antonio handles its own permits and inspections, and the surrounding suburbs such as Alamo Heights, Castle Hills, Terrell Hills, Boerne and Schertz each run their own process. Ask your contractor in writing who pulls the permit and what inspections apply.
What is the difference between a manufacturer warranty and a workmanship warranty?
The manufacturer warranty covers materials and comes from the shingle maker. The workmanship warranty covers the installation and comes from the roofer, so it depends on the roofer still being in business. Enhanced manufacturer backed warranties such as the GAF Golden Pledge fold workmanship into the manufacturer's coverage but require a certified installer and specific system components. Ask in writing which tier you are getting.
What should I ask before signing a roofing contract in Texas?
Get the scope in writing, covering deck repair pricing, underlayment, fastening pattern, ventilation, flashing details and cleanup. Ask who supervises on site and whether crews are employees or subcontractors. Confirm both warranty tiers and their lengths. Confirm insurance and permit responsibility. Never pay in full up front, and read any insurance claim assignment clause carefully before signing it.
