About

Capital of Texas Roofing has worked out of Bastrop since 2008 and describes itself as the longest running roofing company in Bastrop. It operates from 1604 Industry Drive, Suite 106 in Bastrop, and its original domain capitaloftexasroofing.com now redirects to callcot.com. The Better Business Bureau records a start date of 8 April 2008, lists Dan Picciotto as member manager, and shows the business as accredited since June 2008 with an A plus rating. The company handles both residential and commercial work. Published services include roof repair and replacement, roof inspections, emergency roof repair, storm damage assessment with insurance claim support, plus gutters, siding, decks and patios, outdoor kitchens and driveways. Roofing materials listed across the site and the BBB profile include composite shingle, metal, TPO for flat roofs, tile and modified bitumen. The company advertises a lifetime labor warranty on its own workmanship and a 24 hour response line for urgent problems. On manufacturer credentials, Owens Corning's own contractor directory lists Capital of Texas Roofing at the Bastrop address with the Preferred Contractor badge. The company's marketing describes itself as an Owens Corning Platinum Preferred Contractor and a GAF Preferred Contractor. Neither of those higher claims could be confirmed on the manufacturers' own directories, so they are recorded here as stated by the company rather than verified.

Insurance & credential verification

Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

Confirm this listing yourself at web.rcat.net/rcat/search.

Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

We recently completed a major exterior renovation—including new Hardie board siding, paint, gutters, and a front door—with Capital of Texas Roofing, LLC, and we are incredibly pleased with the final outcome. Wayne Gwin was phenomenal to work with; he provided a fair quote focused on our actual needs without any high-pressure sales tactics. Despite some inclement weather, Wayne kept the project on track and finished everything within a week. He kept us informed through every phase, and his siding crew was both efficient and respectful of our property. Even the gutter installation was seamless, taking only a few hours. I highly recommend Wayne and his team for any home project.

Dealing with Wayne and Sharon was a pleasure. They made scheduling and replacing my roof easy. They were done with everything in 2 days. Wayne was very professional and he came out after the work was done to make sure it was done correct and if I was pleased with my new roof.

Call another roofer ! They insisted on selling me a new shingle roof , when all my 10 year old roof needed was minor repairs. They didn’t even come out and look ! Edit: reply to what is said below. That is simply not true, never was it mentioned to come out to look at the roof and give an estimate. He asked for a satellite photo, to give an estimate for a new roof, It was a push for a new roof. The local, reputable roofing company that did come out,and look at the roof, said that it was in good shape, and it could be easily fixed for $750.00.

Capital Of Texas put a new roof on our place a while back. A really nice experience. Wayne and the guys were in and out in a day and the roof looks terrific. It was a pleasure working with Wayne on the project. Up front about everything, no pressure, no upselling. Just an honest estimate followed by excellent work. All the projects around here should go so well. Don't hesitate to call these guys.

Frequently asked

Texas has no state roofing licence, so what should I actually verify?
Ask for a certificate of insurance sent directly by the insurance agent showing current general liability and workers compensation. Check manufacturer certifications on the manufacturer's own website rather than the contractor's. Then check the BBB record and any city or county registration that applies where the work will be done.
What does RCAT Member mean, and is it a licence?
No. The Roofing Contractors Association of Texas has plain membership, which means the company pays association dues, and a separately earned Licensed Roofing Contractor credential (CRRL, RRL or CRL) with testing and experience requirements. Member status is not a government licence and is not the RCAT licensed credential.
The company advertises Owens Corning Platinum Preferred. Is that confirmed?
Owens Corning's own contractor directory currently shows Capital of Texas Roofing with the Preferred Contractor badge. Platinum Preferred is a higher tier and it did not appear on that directory listing at the time of this check. Ask the company for its current status and confirm it on owenscorning.com before relying on any tier specific warranty.
Why does that difference between Preferred and Platinum Preferred matter?
The tier determines which extended Owens Corning warranties a contractor may offer and how long the manufacturer will back workmanship. If a warranty length is part of your buying decision, get the exact warranty name in writing and check that the contractor is currently eligible to issue it.
Does Bastrop County get enough hail to justify impact resistant shingles?
Central Texas sees regular spring hail, and Class 4 impact resistant shingles pass the UL 2218 steel ball impact test. Many Texas insurers offer a premium discount for them. Confirm the discount with your own carrier before paying for the upgrade, because the credit varies widely between insurers.
What is TPO and do I need it?
TPO is a single ply membrane used on flat and very low slope roofs, common on commercial buildings and on flat sections of some homes. It is not a substitute for shingles or metal on a normal pitched roof. A roofer should tell you which system suits each roof plane rather than applying one product everywhere.
Do I need a permit to reroof in Bastrop County?
Texas has no statewide building code enforcement for reroofing, so the rules depend on the city or county. The City of Bastrop, Elgin, Smithville and Austin all set their own permit and inspection requirements, and unincorporated county areas differ again. Confirm in writing who is pulling the permit.
Can a roofer pay my insurance deductible for me?
No. Texas law prohibits a contractor from paying, waiving, rebating or absorbing an insurance deductible. If a company offers to do that, treat it as a serious warning sign about how the rest of the job will be handled.
What does a lifetime labor warranty actually cover?
A labor or workmanship warranty covers installation errors by the contractor, not the shingles themselves and not storm damage. Ask for it in writing, ask what voids it (unpermitted repairs by others, added rooftop equipment, ventilation changes), and ask whether it transfers if you sell the house.
What should I ask before signing a roofing contract in Central Texas?
Get the manufacturer and product line in writing, the price for replacing rotten decking, underlayment and ventilation details, who pulls the permit, the workmanship warranty terms, the payment schedule, and the cleanup and magnet sweep commitment. Avoid paying a large deposit up front and avoid contracts contingent on a particular insurance settlement.
