About
Blackhill Roofing Systems is the roofing division of Blackhill Restoration, a Texas property restoration company. The roofing division was launched in 2016. Alongside its Central Texas headquarters in Round Rock, the company runs a West Texas operation covering Lubbock and the surrounding South Plains, and it publishes a dedicated Lubbock phone line, (806) 223-0869, on its own locations page.
The Lubbock side offers the same core work as the rest of the company: full residential and commercial roof replacement, roof repair, roof maintenance, emergency and storm response, free inspections, and assistance with hail and wind insurance claims. Materials described on the company website include three tab and dimensional asphalt shingles, composite shingles, clay and slate tile, and metal panels in aluminum, steel, and copper.
Lubbock sits in one of the more active hail zones in Texas, and Blackhill publishes its own homeowner explainer on Class 4 impact resistant shingles rated under UL 2218. The parent restoration brand lists a Lubbock office at 7903 Alcove Avenue Suite 3, Lubbock, TX 79407, staffed for 24 hour emergency response.

Insurance & credential verification
Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

City/county registration
Required in Lubbock Permit office ↗Contractor Registration (City Code Article 28.04). Registration is required here to pull a roofing permit; we have not confirmed this company's own status, so check it before you sign.
Confirm this licence yourself at web.rcat.net/rcat/search — search #03-0605 or the company name.
Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

I had an upstairs plumbing leak that caused damage to our downstairs ceiling. Will with blackhill restoration came out and gave me some options. Once it became clear that it looked worse than it was and could likely be treated DIY, he gave me very detailed instructions on exactly what to do so we could confidently manage the situation ourselves. He was extremely professional and great with my curious 7 year old daughter.
They answered the phone when we called, came out early the next day right on time, and were honest with us instead of trying to make a quick buck. I am so impressed with this company’s professionalism and integrity.

Working with Blackhill Restoration turned a very stressful moment into something much more manageable. Our ceiling got water damage a few days before our wedding, and Blackhill came out promptly to assess the damage. They helped us work with our insurance company to wait until after the wedding to begin restoration, which was very appreciated. We mostly worked with Will, and I was very impressed by his level of communication, knowledge, and amicability. It's always jarring to have people coming into your home day after day, but Will, and the other people at Blackhill Restoration were all the epitome of professionalism and put us at ease.
I would definitely recommend this company and will be working with them again should more horrible things happen to our house haha.

Tim, Morgan and the crew did an exceptional job remediating a mold issue that had compromised my laundry room. Extremely responsive, knowledgeable, and helpful, and at a very reasonable cost. They made the process super smooth and I highly recommend them!

I had a mini flood in the house. Very nerve racking. Called Black Hill and they came out pretty much right away. Explained the game plan. Devin was point person and Wilson came out as well. Hard working and professional.

Frequently asked
Is Blackhill Roofing Systems licensed by the State of Texas?
No, and no roofer is. Texas does not issue a state roofing licence. The checks that actually mean something are current general liability and workers compensation insurance, the company's status with the Roofing Contractors Association of Texas (RCAT), its BBB record, and any registration the City of Lubbock requires for the permit.
What is the difference between an RCAT Member and an RCAT Licensed Roofing Contractor?
RCAT Membership is a paid trade association membership. The Licensed Roofing Contractor credential (CRRL, RRL, or CRL) is a separate credential earned through RCAT's own requirements. The two are not equivalent, so ask a contractor to say which one it holds.
Does Blackhill actually have a Lubbock presence, or is it dispatching crews from Central Texas?
The company publishes a dedicated Lubbock phone number on its own locations page, and its parent restoration brand lists a Lubbock office address with 24 hour response. That said, the company headquarters is in Round Rock, roughly 350 miles away. If local crew availability matters to you, ask directly who will be on your roof and where they are based.
Why do Lubbock roofs take so much hail damage?
The South Plains sits in one of the more active hail corridors in the United States, and Lubbock regularly sees storms carrying stones large enough to bruise asphalt shingles. Bruising often does not leak straight away, which is why a post storm inspection matters even when the ceiling looks fine.
Are Class 4 impact resistant shingles worth it in Lubbock?
Class 4 is the top rating in the UL 2218 steel ball impact test, and it is the upgrade most worth pricing in a hail belt like Lubbock. Blackhill publishes its own guide to the rating. Confirm the exact product carries the Class 4 rating in writing, since not every line within a brand does.
Will a Class 4 roof reduce my insurance premium?
Many Texas carriers offer an impact resistant roof discount, but the size of the discount and the qualifying product list differ by carrier. Get the discount confirmed by your agent before you pick the shingle, and file the manufacturer's UL 2218 certificate with your policy.
Does the coastal windstorm rule (WPI-8 or TWIA) apply to a Lubbock roof?
No. WPI-8 inspections and TWIA windstorm coverage apply only to the first tier Gulf Coast counties. Lubbock County is far inland, so hail resistance, ventilation, and correct flashing details are the priorities instead.
Who issues the roofing permit in Lubbock?
Texas has no statewide building code administration, so permitting and inspection are handled locally. For a home inside the city limits that means the City of Lubbock building department. Agree in writing who pulls the permit before any tear off begins.
Does Blackhill help with the insurance claim after a hail storm?
Yes, the company advertises free inspections and assistance with the roofing insurance claim process. Keep in mind that in Texas a roofer cannot act as a public insurance adjuster on a claim it is also bidding, so read carefully before signing anything that assigns your claim rights.
What should I ask a Lubbock roofer before signing?
Ask for insurance certificates sent directly from the insurer or agent, a written scope covering underlayment, decking replacement rate, and flashing, who pulls the city permit, the workmanship warranty term and who stands behind it, whether crews are employees or subcontractors, and written confirmation of the shingle's impact rating.
