Insurance & credential verification
Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

InsuranceNot verified by us (we hold no certificate for this company — ask them for a current COI before signing)
City/county registration
Not checked for GarlandTexas has no state roofing licence, and city rules differ: some require contractor registration, some run a voluntary registry, some neither. Ask this company and your local permit office.
Confirm this licence yourself at web.rcat.net/rcat/search — search #03-0373 or the company name.
Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

When the storms hit, then you will see a multitude of roofing companies and in most cases the wrap on their trucks had not dried yet. Neil has been in business over 18 years. He is an honest Christian man and we were treated like family .He is on the job from start to finish. All his crews are the best in the industry . I do not want another roof but if I do I will contact Neil .

Trusting, caring and knowledgeable. I was so impressed with detail, constant monitoring of crews, making sure everything was right and providing information I needed. I was so confident, and worry free with Benchmark. Having been through other roof replacement of my own and assisting my parents, Benchmark outdid every other experience Ive had. I still cant get over how impressed I am with them. My brother use to do roofing and construction and he said Benchmark did a great job on my roof. His gutter people and work crews are very good. I am so very pleased with my new roof and gutters. Thank you Benchmark

Neil helped me through a difficult journey. Insurance denied my claim. Neil walked me through an appraisal process and when the appraiser got the insurance approved, Benchmark and Neil’s crew did an amazing job. The roof is gorgeous and better than I could have dreamed of.
Once out, the crew was done in about 5 hours, the cleanup was amazing. I would refer them to anyone needing roofing services.

Our house looks amazing! Neil's crew of roofers, painters, and skylight installers did an exceptional job. They were all extremely professional, courteous, and cordial. Plus the craftsmanship and attention to detail was outstanding. We are in awe of how well everything turned out. Working with Neil was a pleasure through his no hassle, full transparency work ethic. Neil went above and beyond providing what felt like white glove treatment to make sure everything was done to our satisfaction. Benchmark Roofing and Construction should be everyone's go-to roofer.

Best roofing company around. Very knowledgeable and friendly. Wasn't pressured to make a decision to use them but rather they took the time to educate me on my options. Love working with Neil and his team!

Frequently asked
Does Benchmark hold a Texas state roofing licence?
Texas does not issue a state roofing licence, so no roofer in Texas holds one. The RCAT directory lists Benchmark Roofing & Construction as a Member since 2017 at 675 Town Square Blvd, Garland, with Commercial & Residential Roofing License #03-0373 shown against the listing. Note that the company's own website describes itself as 'RCAT Licensed' while the RCAT directory shows Member status, so ask the company directly which credential it holds today.
What is the difference between an RCAT Member and an RCAT Licensed Roofing Contractor?
RCAT membership is open to any roofing company that pays dues to the Roofing Contractors Association of Texas. The Licensed Roofing Contractor credential, with designations such as CRRL, RRL, and CRL, is earned separately through RCAT's licensing programme and attaches to a named individual. The two are not equivalent and neither is a government licence.
How do I verify a Garland roofer's insurance?
Ask for a certificate of insurance showing both general liability and workers compensation, and ask that the agent send it to you directly rather than accepting a copy from the salesperson. Confirm the policy is current on the start date and that the named insured matches the entity on your contract, which here is Benchmark Roofing and Construction, Inc.
Is hail really the main risk in Dallas County?
Yes. The Dallas Fort Worth area sits in the part of Texas that takes the most frequent and most expensive hail, and hail is the driver behind most North Texas roof replacements. Wind damage and the long term effect of summer heat on asphalt shingles are the other two factors.
Should I upgrade to Class 4 impact-resistant shingles in Garland?
It is worth pricing carefully in Dallas County given how often hail hits here. Class 4 shingles are tested to resist impact from larger hailstones and many Texas homeowners insurance carriers offer a premium discount for installing them. Benchmark lists impact resistant systems among the materials it installs. Get the exact discount from your own carrier before committing to the upgrade cost.
Can a roofer pay or waive my insurance deductible?
No. Texas law prohibits a contractor from paying, waiving, rebating, or absorbing an insurance deductible on a property claim. A company that offers to do so is exposing you to a fraud problem, not saving you money.
Do I need a permit to replace a roof in Garland?
Texas has no statewide residential building code enforcement, so permitting is set locally. Garland, Dallas, Plano, Richardson, Rowlett, and Wylie each run their own permit and inspection process. Ask in writing who pulls the permit, whether the fee is included in your quoted price, and whether a city inspection closes out the job.
What warranty comes with a Benchmark roof replacement?
The company advertises a five year workmanship warranty on roof replacements, which is separate from and additional to the manufacturer's material warranty on the shingles themselves. It also lists a TGCL $25,000 workmanship certification. Ask for the workmanship warranty in writing with its exact term, what it covers, what voids it, and whether it transfers if you sell the house.
Which manufacturers does the company install?
Benchmark's website names GAF, Owens Corning, and CertainTeed product lines, and lists asphalt shingles, metal roofing, impact resistant systems, TPO, modified bitumen, and built up roofing among the systems it works with. Note that installing a brand is not the same as holding that brand's contractor certification, so ask separately whether an enhanced manufacturer warranty is available on your job.
How can I tell a local roofer from a storm chaser after a North Texas hailstorm?
Look for a fixed local address you can visit, a track record that predates the storm, a BBB file with real history, and membership in a state or national association. Benchmark has been at a Garland address and BBB accredited since 2008. Then check the paperwork: certificate of insurance sent by the agent, a priced written scope naming the shingle brand, line, and impact rating, a workmanship warranty in writing, and no pressure to sign a contingency agreement before you have seen a real number.
