About

Refined Construction Services is a Houston exterior construction and general contracting company formed in 2016 and based at 1719 Marshall St in Houston (Harris County). Roofing is a genuine and central service line, not a sideline. The company is a certified CertainTeed ShingleMaster applicator, is categorised by the BBB under Roofing Contractors, and is listed in the RCAT contractor directory. Alongside roofing it handles the rest of the building envelope: gutters, siding, windows, fencing, patios and awnings. The roofing work is mostly steep slope residential replacement and repair using CertainTeed asphalt shingle systems, including Landmark, Highland Slate and Presidential Shake. The company describes its own installation standard on its roofing page, including hand nailing shingles rather than using nail guns and using six nails per shingle instead of the four or five some crews use, and says it provides homeowners with distributor invoices for the materials bought for their job. A large share of the work is storm driven. The company offers free consultations on hail and wind damage claims and assists homeowners through the insurance claim process. It has been a BBB Accredited Business since April 2016 and holds an A+ rating with no complaints on file.

Insurance & credential verification

Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

Confirm this listing yourself at web.rcat.net/rcat/search.

Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

I am a very satisfied customer. Kent was referred to me after my exhausted search by my Director at work. Kent with Refined Construction was a god send. I had roof damage after a hail and windstorm. He was patient, very knowledgeable, respectful and explained every step of the way. He also had a great team that worked with him to replace the roof. He is very customer oriented and I appreciated that. He helped me pick my color for the replacement and I absolutely love it. I would recommend Refined Construction over and over again. The service is impeccable. If you need a roof contact Refined Construction and ask for Kent. Thanks for a great job on my roof. Oh and by the way when I need my certificate of completion for the roof by my home owners insurance company, he provided it immediately. Thanks Kent!

I had an excellent experience working with this roofing installer from start to finish. Communication was outstanding—he was always responsive, answered every question promptly, and kept me updated throughout the entire process. I never felt left in the dark at any stage of the project. The quality of the workmanship was top‑tier. The job was completed on schedule, the crew was professional and respectful of my property, and everything was cleaned up thoroughly when the work was done. The roof looks great and was installed with clear attention to detail and pride in craftsmanship. What really set him apart was how knowledgeable and helpful he was with the insurance claim. He took the time to explain the process, worked directly with the insurance company, and made a complicated situation incredibly smooth and stress‑free for me. That level of support made a huge difference. If you’re looking for a reliable, honest, and skilled roofer who truly stands behind his work and takes care of his customers, I highly recommend him. I would absolutely use him again and would confidently recommend him to friends and family.

Kent and his team relieved us from our stress. As young home owners (23-24year olds) new the the home ownership life. Kent actually sat down with us and educated us on the knowledge that we lacked when it came to our claim for our roof. He went above and beyond to make sure our process went smooth and stress free. Our home in La Porte was hit by a major hail storm and I’m glad we chose Kent and his team to do our repairs properly. He would make sure that everything was running smooth and double checked and triple checked the installment he even did follow ups after the installment was done to insure everything was properly done and that we didn’t have any issues. I would highly recommend Kent to do any of your home repairs one hundred percent. I always refer him to everybody I see. He treated us like family when my spouse and I were lost and stressed through a tough time getting our home repaired. He worked with us and never asked for any kind of money up front that was not absolutely needed! Thank you Kent.

Frequently asked

Is Refined Construction Services actually a roofing contractor, or a general contractor that dabbles?
Roofing is a genuine core service. The company was formed in 2016 with roofing and general contracting experience, it is a certified CertainTeed ShingleMaster applicator, the BBB files it under Roofing Contractors, and it appears in the RCAT contractor directory. It also does gutters, siding, windows, fencing, patios and awnings, so a storm claim covering several parts of the exterior can be handled by one company.
Does Texas issue a state roofing licence?
No. Texas has no state roofing contractor licence, so no roofer in Houston or anywhere else in the state can be state licensed for roofing. That is why the things worth checking are current general liability and workers compensation insurance, voluntary credentials such as RCAT membership and manufacturer certifications, and any city or county registration your job requires.
What does RCAT Member mean on this listing?
RCAT is the Roofing Contractors Association of Texas. This company is listed as a Member, which means it is a dues paying member of the association. RCAT separately awards a Licensed Roofing Contractor credential (CRRL, RRL or CRL) that is earned through testing and experience. Member and Licensed Roofing Contractor are not the same thing and should not be read as interchangeable.
Is hail a real risk in Houston, or is that only a North Texas problem?
Hail Alley is centred on North and Central Texas, but Harris County still takes damaging hail and severe thunderstorm wind. Houston roofs also age fast under intense UV and heat. Impact resistant Class 4 shingles are worth asking about here, both for durability and because many Texas insurers offer a premium discount for them. Ask the carrier what discount applies before choosing.
How does the hail or wind insurance claim process usually work?
A contractor inspects the roof and documents damage, you file the claim with your carrier, the carrier sends an adjuster, and the contractor typically meets that adjuster on site to walk the damage. If the claim is approved you pay your deductible and the carrier funds the rest, often in two payments with the depreciation released after the work is finished. Refined Construction Services offers free consultations on hail and wind damage claims.
Can a roofer pay or absorb my insurance deductible?
No. Texas law makes it illegal for a contractor to pay, waive, rebate or absorb an insurance deductible, and it is illegal to advertise that offer. If a company offers to make your deductible disappear, treat that as a serious warning sign about how it does business generally.
Can my roofer also negotiate the claim for me as an adjuster?
Not on the same job. Texas law bars a roofing contractor from acting as a public insurance adjuster on a property it is contracted to repair. A contractor can inspect, document damage, meet your adjuster on site and explain scope, but if you want someone negotiating the claim on your behalf that has to be a separately licensed public adjuster.
Do I need a permit to replace a roof in Houston?
Texas has no statewide building code adopted uniformly across every jurisdiction, so permitting and inspection rules are set city by city and county by county. The City of Houston and the surrounding municipalities in Harris County each have their own requirements. Ask your contractor in writing who is pulling the permit and whether the price includes it.
What should I ask before signing a roofing contract in Texas?
Ask for a certificate of insurance for general liability and workers compensation sent directly from the insurer, the full written scope with the shingle line and colour named, who pulls the permit, the workmanship warranty length and whether it transfers, the manufacturer warranty being registered, and the payment schedule. Never pay for the whole roof up front.
What is a CertainTeed ShingleMaster and does it matter?
ShingleMaster is a CertainTeed credential earned by a contractor whose crews pass CertainTeed training and testing on correct shingle installation. It matters mainly for two reasons. It is evidence the crew has been trained to the manufacturer's own standard, and credentialed contractors can register stronger manufacturer warranty coverage than an uncertified installer can. Ask which specific warranty tier your job qualifies for.
