Does Texas issue a state roofing licence?
No. Texas has no state roofing licence and no state roofing regulator. Anyone can call themselves a roofer in Texas, so the things worth checking are insurance, voluntary trade credentials such as RCAT, and whatever registration your city requires. Do not accept the phrase state licensed at face value from any Texas roofer.
What is the difference between an RCAT Member and an RCAT Licensed Roofing Contractor?
The Roofing Contractors Association of Texas offers plain membership, which a company gets by paying dues, and a separately earned credential called Licensed Roofing Contractor (the CRRL, RRL and CRL designations). The credential requires testing and continuing education. The two are not the same thing, and a company advertising RCAT should be able to tell you which one it holds.
