Insurance & credential verification

Texas does not issue a state roofing license, so we verify companies the way homeowners actually can: confirming insurance coverage, checking RCAT (Roofing Contractors Association of Texas) status, and checking city or county registration where the local jurisdiction requires one. Every credential below links to the actual issuing organization's own public lookup — don't just take our checkmark for it. Always ask for a current certificate of insurance before signing any contract.

Confirm this licence yourself at web.rcat.net/rcat/search — search #03-0599 or the company name.

Confirm this yourself: ask the company for their certificate of insurance (COI). Note that RCAT's Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned and held by a named individual at a company, not by the business itself, which is why we name that person above where we know it; Texas issues no company roofing license at all. RCAT and NTRCA status can be checked in their own public directories (RCAT, NTRCA) — use the "Licensed"/"Accredited" filter to see more than plain membership. GAF's contractor verification tool and Owens Corning's Texas locator confirm those tiers directly; CertainTeed doesn't offer a comparable self-serve lookup, so ask to see that certificate in person. BBB accreditation and rating are on bbb.org. Houston's own published registered-roofer list is years out of date, so it isn't cited here at all — confirm registration by contacting the city directly. Corpus Christi's STAR program has its own online contractor registry — for any other city or county registration claim, confirm directly with that jurisdiction's permit office.

My experience with Jonathan Blanchard (JB) and the Cool Roofs Team was fantastic. Our home had an original roof from ~2006 and JB and Team provided an honest assessment, delivered a fair quote, and his Team completed the project in less than half a day. The crew arrived early, worked hard, and left no trace! Excited to not have to deal with any roofing issues in the future.

Great experience with Cool Solar installing our system with a battery! Big thanks to Robert for clearly explaining the process and making sure we saved money. Smooth installation and very professional—highly recommend!

Five star rating to Eddie Jaimes on his work done at St. Margaret Mary Catholic Church in Cedar Park in 2022. Eddie is an extremely knowledgeable and professional young man. Very kind and caring. I highly recommend Eddie to anyone who wants to use his service. Big plus- he’s bilingual!

Having repairs done at a home can be stressful and sometimes intimidating. Hudson and Owen were my primary contacts in Austin, TX, and they were wonderful to work with. I was able to get a free estimate the same day, and they made affordability a priority for me. They were also quick to complete the scheduled work (roof, solar panels and gutters). I’m very glad I chose Cool Roof, they were professional and consistently followed through at every stage. I especially appreciated their clear communication and the photos they shared to document all repairs.

I give Kevin Putnam / Cool Roofs 5 stars for communication, speed, quality, integrity, and being solution focused. I only have 2 real thumbs, yet Kevin deserves 👍 👍 👍 because he had a solar crew remove my solar system, then a roof crew removed all the old shingles/flashing and installed the new shingles/flashing, and then the solar crew reinstalled my solar system. Thank you Kevin and Cool Roofs!!!

Frequently asked

Is Cool Roofs licensed by the State of Texas?
No, and no Texas roofer is. Texas does not issue a state roofing licence. The things you can actually check are the company's current general liability and workers compensation certificates, its standing with the Roofing Contractors Association of Texas, and its permit history with the City of Austin.
What does the RCAT "Licensed" status on this listing mean?
RCAT runs two separate things. Plain membership means a company pays dues and belongs to the association. The Licensed Roofing Contractor credential (CRRL, RRL or CRL) is earned separately by an individual through RCAT's testing programme. Cool Roofs is carried with the licensed credential, not membership alone. It is still an association credential and not a government licence.
Where is Cool Roofs actually based?
The main office is 2121 E 6th St, Unit 201, Austin, TX 78702, in Travis County. The BBB file also lists a second Austin address at 2506 S Lamar Blvd, Unit B, Austin, TX 78704.
Which areas does the company serve?
Its locations page lists Austin, San Antonio, New Braunfels, Fort Worth, Houston and Beaumont in Texas, each with a direct local phone number, plus operations in Memphis, Tennessee and in New Jersey.
Does Austin get enough hail to justify impact resistant shingles?
Central Texas sits on the southern edge of Texas hail country and Travis County takes damaging hail most years. Class 4 impact resistant shingles are rated to the UL 2218 steel ball test and many Texas insurers offer a premium credit for them. Ask your own carrier what the credit is before you pay the upgrade, because it varies by company.
Does Cool Roofs do commercial flat roofs?
Yes. Its commercial pages list TPO, EPDM, PVC and modified bitumen systems, along with metal roofing, roof restoration and roof coatings, and it advertises commercial roof maintenance programmes and government contracting.
What manufacturer credentials does the company hold?
Cool Roofs, Inc. appears in GAF's own commercial roofing contractor directory. On its own website it also states it is a CertainTeed SELECT ShingleMaster and a GAF Master Elite contractor, and that it is certified to install Fortified Roof Systems. Those last claims are stated by the company and we were not able to open the manufacturer directory pages that would confirm the tier, so ask to see the current certificates before you sign.
Is a permit needed to replace a roof in Austin?
Texas has no statewide building code for this, so permitting and inspection are set city by city and county by county. In practice you should have the contractor confirm in writing whether a permit is required for your scope and who is pulling it, so the paperwork is in the contractor's name and not yours.
Do I need windstorm (WPI-8) certification for a roof in Austin?
No. WPI-8 certificates apply to the 14 first tier Gulf Coast counties in the Texas Windstorm Insurance Association area. Travis County is inland and is not one of them, so a WPI-8 is not part of an Austin roof job.
What should a homeowner ask before signing a roofing contract in Texas?
Ask for a certificate of insurance sent directly from the insurer, a written scope that names the exact shingle line and underlayment, the workmanship warranty term in writing, who pulls the permit, whether crews are employees or subcontractors, and what happens to your deposit if the insurance claim comes back lower than the estimate.
